Definitions. As used in this section, the following terms shall have the meanings indicated:
DROPOFF ZONE
Vehicles are to pull into these areas, which are designated by signs and white curbs, drop off students and immediately leave the area when the students are safely onto school property. There will be no parking in these zones during the prohibited times. No vehicle should remain standing in this zone for more than one minute.
PICKUP ZONE
Vehicles are to pull into these areas, which are designated by signs and white curbs, load the students into the vehicle and immediately leave the area after the students have buckled their seat belts. Do not pull into this zone unless your children are waiting to be picked up. There will be no parking in this zone. No vehicle should remain standing in this zone for more than one minute.

A. 
The parking of vehicles shall be prohibited, except as set forth herein, in the municipally owned parking area hereinafter designated and, in addition to being subject to the laws of the State of New Jersey, shall be subject to all of the regulations and provisions contained in this section.
B. 
Parking restrictions.
(1) 
It shall be unlawful for any person, firm or corporation to park or cause to be parked, or to permit his, her or its vehicles to be parked at any time, except as set forth herein, in the Borough Hall parking lot located at 50 Washington Avenue.
(2) 
Parking shall be permitted only for those persons conducting business in the Borough Hall between the hours of 8:00 a.m. and 9:00 p.m., Monday to Friday, inclusive.
(3) 
Every person using such parking lot shall park his or her vehicle within the area designated as a parking space, and no part of any vehicle shall be permitted to occupy any portion of any other parking space or means of ingress or egress.[1]

C. 
General regulations and penalties.
(1) 
The provisions of this section shall be enforced by the Police Department of the Borough of Dumont and also as contemplated and permitted by law.
(2) 
The Police Department and the governing body of the Borough of Dumont shall cause to be erected suitable and proper markers and signs in the area affected by this section, in compliance with the laws of the State of New Jersey.
(3) 
Any vehicle parked in the Borough Hall parking lot in violation of any provision of this section shall subject the owner of such vehicle to the penalties hereinafter provided, and any police officer may cause such vehicle to be removed. The owner of the vehicle shall pay the reasonable cost of such removal and any storage charges which may result from such removal, before regaining possession of the vehicle. These costs shall not mitigate the penalty provisions of this section.
(4) 
Any person, firm or corporation violating any of the provisions of this section shall be subject to a fine of not more than $50 or imprisonment for a term not exceeding 15 days, or both, at the discretion of the court.

A. 
Unless authorized by permit, no person shall park any vehicle in the Municipal Parking Lot for longer than four consecutive hours on any day except Sundays and public holidays.
B. 
The Borough of Dumont Police Department is authorized to issue permits which permit parking for more than four hours.
(1) 
Permits may be issued to residents, owners and operators of business properties and nonresident employees of owners and operators of business properties.
(2) 
Any employee or business owner who applies for a permit shall present satisfactory evidence of employment or ownership of the business, as the case may be.
(3) 
The fee for the issuance of a permit shall be as established by the rules and regulations adopted pursuant to this article.
(4) 
Permits shall be valid for the period for which they are issued.
C. 
The Police Committee of the Borough Council is empowered to adopt rules and regulations for the issuance of permits under this article. All rules and regulations shall be approved by the Borough Council. After approval of the Borough Council, the rules and regulations shall be filed with the Borough Clerk and the Police Department.
