A. 
The administration of the Fire Department shall be conducted by a body to be known as the "Board of Fire Officers."
B. 
The Board of Fire Officers shall consist of the Chief of the Fire Department (hereinafter referred to as the "Chief"), the Assistant Chief, the Deputy Chief, and one Captain from each fire company. The Chief shall be the presiding Officer of the Board. The Chief votes only in the event of a tie.
C. 
In the absence of a Captain at the Board meeting, the Lieutenant from the same company may replace him/her. The said Lieutenant shall have the right to vote, and represent his/her company as the Captain would have, if present.
D. 
The Fire Prevention Chief shall also be a member of the Board of Fire Officers. In his/her absence, the Assistant Fire Prevention Chief may substitute in his/her place instead. The Fire Prevention Chief and/or Assistant Fire Prevention Chief shall not be a voting member of the Board but may participate in discussions.
E. 
If there are two Chiefs holding office from the same fire company, the lower ranking Chief will not be allowed to vote.

A. 
The Board of Fire Officers shall hold its organization meeting on the first Tuesday in January of each year at 8:00 p.m. in the Borough Hall.
B. 
The Board of Fire Officers shall hold its regular meetings thereafter on the first Tuesday of each month at 8:00 p.m., with the exception of the December meeting, which shall be held on the last Tuesday in November at 8:00 p.m., to allow time to prepare for the Chief's election in December.

C. 
The Chief shall have the power to call special meetings of the Board. Quorum shall consist of five voting members.
A. 
The Chief shall appoint a Secretary for the Board at the organization meeting to hold office for one year or until a successor is appointed. The name of such Secretary shall be certified to the Mayor and Council and Borough Administrator for entry in the Borough records.
B. 
The Secretary of the Board shall be an active firefighter.
The duties and authority of the Board of Fire Officers shall be as follows:
A. 
To adopt bylaws and rules and regulations for the conduct of its meetings and for the administration of the Fire Department, subject to the approval of the Mayor and Council.
B. 
To act as a board of inquiry for the purpose of hearing, investigating, and determining complaints and charges preferred against officers and members of a fire company and, immediately after conducting a hearing, to notify the Mayor and Council as to its recommendations.
C. 
To report to the Mayor and Council, through the Fire Commissioner, concerning the efficiency of the Fire Department at fires and drills, and attendance of the members of the Department, in order to form a basis for determination as to relief and participation in departmental elections.
D. 
To devise a uniform method for use by companies as to the keeping of records of alarms, fire losses, condition of apparatus and equipment, attendance by members of the Department at fires and drills, and such other information as may be determined necessary by the Board.
E. 
To change the Borough fire districts and the rules and regulations concerning the answering of alarms in the event of emergencies created by conflagrations.
F. 
To perform such duties and exercise such powers as may be conferred upon said Board by any other provisions of this chapter.
