As used in this chapter, the following terms shall have the meanings indicated:
TRAILER or CAMPING OR RECREATIONAL VEHICLE
A. 
Includes:
(1) 
Any boat, motorcycle, snowmobile or similar recreational vehicle mounted on a trailer.
(2) 
Any non-self-propelled vehicle or structure used or intended to be used as a conveyance of persons or personal property upon the public streets or highways and duly licensed as such.
(3) 
Any self-propelled and non-self-propelled vehicles so designated, constructed or reconstructed or added to by means of accessories in such a manner as to permit the occupancy thereof as a dwelling or sleeping place, temporary or permanent, for one or more persons and having no foundations other than wheels, skids, jacks or similar devices so arranged as to be integral with or portable by said trailer or camping and recreational vehicle.
(4) 
Any trailer or camping or recreational vehicle so arranged and installable as not to be subject to transportation.
(5) 
Any trailer, semitrailer or pole trailer as defined in N.J.S.A. 39:1-1 et seq.
B. 
The definition of "trailer" or "camping or recreational vehicle" does not include vans, customized vans or pickup trucks with the top or cap on the rear portion of the pickup truck.
No person shall own, keep or park a trailer within the Borough of Dumont except in compliance with the provisions of this chapter. Any person who shall own, keep or park a trailer within the Borough of Dumont shall register it with the Building Department within 30 days from the effective date of this chapter or within 30 days after acquiring or parking same within the Borough.

A. 
No person shall park or store any boat, boat trailer, trailer or camping and recreational vehicle on any lot or tract of land, whether occupied or unoccupied, within the Borough of Dumont, except in a garage or where the side yard (between the building and the boundary line of the property) is 15 feet or greater, as measured from the property line to the outermost extension of the permanent structure, then the vehicle must be parked to the rear of the front building line and shall not extend beyond the length of the building, as measured from the front corner of the building to the rear corner of the building.
B. 
If the side yard is less than 15 feet, then the vehicle must be parked in the area and manner as approved by the Building Inspector.
C. 
No trailer or boat, while stored or parked as permitted, shall be occupied or used for dwelling or sleeping purposes.
D. 
No trailer or boat shall be parked on any corner lot on the side of the building open to the street.
E. 
Notwithstanding any of the foregoing provisions, no trailer or boat in excess of 24 feet in length shall be parked on any property within the Borough.[1]

F. 
No more than one trailer shall be parked on any lot. A boat, motorcycle, snowmobile or similar recreational vehicle mounted on a trailer shall be considered one trailer.
G. 
All open trailers covered by this chapter shall be free of debris or covered between the hours of 9:00 p.m. and 7:00 a.m. the following day, and at all times on Saturday, Sunday and state and federal legal holidays.
H. 
No parking of any trailer is allowed in the roadway, unless attached to motor vehicle.[2]

A. 
A trailer may be temporarily parked or stored in the open in connection with:
(1) 
A public health program sponsored by the Board of Health of the Borough or other public health agency.
(2) 
A program sponsored by any public board or agency of the Borough or its Board of Education.
(3) 
A public or private construction project.
(4) 
The loading or unloading thereof and for emergencies, in which case it may be parked in a driveway for a period not to exceed 24 hours.
(5) 
The restoration of a dwelling which has been damaged or destroyed by fire or other catastrophe, provided that special permission has been granted by the Mayor and Council.
B. 
While being repaired, emergency or temporary parking or stopping of a trailer, boat trailer, camper or recreational vehicle on any driveway, street or highway within the Borough of Dumont is limited to 72 hours; subject, however, to any other prohibitions or limitations imposed by the traffic and parking laws for that street or highway.
A. 
Any person who violates any of the provisions of this chapter shall, upon conviction thereof, be subject to a fine not exceeding $1,00 or imprisonment for a term not exceeding 90 days, or both.[1]

B. 
Every violation of any of the provisions of this chapter shall be construed as a separate offense for each day during which such violation continues and shall be punishable as herein set forth.
The Building Inspector and/or the police shall enforce this chapter.
