When the Mayor and Council, pursuant to N.J.S.A. 2A:170-66, shall deem it necessary for reasons of health, safety and welfare, to close a street or road in the Borough to traffic, a resolution closing any street or road to traffic shall be duly adopted by the Mayor and Council setting forth the reasons for said action.

A notice of the closing of a street or road to traffic shall be posted at the beginning and ending points of the closed section of such highway or road, and a barricade shall be erected at such points.
Any streets or roads in the Borough so closed to traffic may be reopened by order of the Mayor and Council.

Any person who violates any provision of this article shall, upon conviction thereof, be punished by a fine not exceeding $2,000, or by imprisonment for a term not exceeding 90 days, or both.
