There is hereby established the Department of Code Enforcement.
A. 
There is hereby established the office of the Department of Code Enforcement. The Director shall be a City officer appointed by the Mayor and confirmed by the City Council.
B. 
There shall be an Assistant Director, who shall be a City officer appointed and confirmed in the same manner as the Director.
C. 
The Director and Assistant Director shall be qualified by experience and training to perform the duties of the Department.
A. 
The Director shall have the following duties and responsibilities:
(1) 
He shall administer, supervise and direct the personnel and work of the Department as set forth in this article.
(2) 
He shall coordinate and execute all inspections and Code enforcement, including the administration of the provisions of Chapter 159 of the Code of the City of East Orange, entitled "Housing Standards; Property Maintenance."
(3) 
He shall coordinate and direct rehabilitation, conservation, property maintenance and neighborhood improvement programs in the City in conjunction with other departments or divisions within the City having similar responsibilities and duties.
(4) 
He shall establish internal Department controls and procedures as may be necessary to coordinate all code enforcement functions within the City as directed by the Mayor.
(5) 
He shall establish and develop a community improvement program implementing the community renewal program of the City in various neighborhoods of the City and, as part thereof, develop and coordinate municipal functions with the community action program under the Economic Opportunity Act of 1964 or other federal or state legislation as applicable established for the City and other community organizations, which can assist and facilitate community improvement on behalf of the residents of the City.
(6) 
He shall administer community improvement and code enforcement programs undertaken pursuant to the National Housing Act and other federal and state legislation and keep such records and make such reports as may be required pursuant thereto and by the Mayor and City Council.
(7) 
He shall perform, in conjunction with the Housing Authority and the Mayor's Office of Planning and Development of the City, conservation and rehabilitation activities in those areas which have been designated for urban renewal in order to preserve, maintain and improve neighborhoods not designated for clearance.
(8) 
He shall report as least once annually to the Mayor and City Council on the overall code enforcement and community improvement programs administered by the Department and more specifically by the Division of Inspection and Code Enforcement and the Division of Real Property, and to make such recommendation for amendments to existing ordinances, for implementation of existing programs and for initiating of further programs as may be desired to accomplish the objectives of community improvement.
(9) 
He shall perform such other duties as the Mayor may direct.
(10) 
He shall maintain and regulate all rent roll records and require all landlords to register and update rent rolls annually on September 1 of every year.

B. 
The Assistant Director shall aid the Director in effectuating the duties of this Department.

A. 
The Department of Code Enforcement shall have the following divisions:
(1) 
The Division of Housing and Inspections shall be responsible for property maintenance inspections, code enforcement, including the administration of the provisions of Chapter 159 of the Code of the City of East Orange entitled "Housing Standards; Property Maintenance." The Division shall be responsible for the enforcement of federal and state codes as applicable to this Department.
(2) 
The Division of Vacant and Abandoned Property shall be responsible for ensuring maintenance requirements of vacant and abandoned property and implementing the procedures established in Articles XXIV and XXV of Chapter 159 of the East Orange City Code. The Division of Vacant and Abandoned Property shall be supervised by the Public Officer as defined in § 159-8 of the East Orange City Code. The Public Officer may appoint tasks to one or more designees.
(3) 
The Division of Rent Control shall be responsible for administering and enforcing the City's Rent Control and Conversions Ordinance. The Division shall be headed by the City's Rent Control Officer.
(4) 
The Building Division shall be responsible for the administration and supervision of the Building Code and approval of all applications for construction, alterations and renovations of buildings within the City; the enforcement of Chapter 51, Land Use, of the Code of the City of East Orange and compliance therewith; and the Building Division is designated as a State Uniform Construction Code Enforcement Agency.
B. 
Division managers.
(1) 
The Division of Inspections and Code Enforcement shall be supervised by a division manager who shall be a City officer qualified by experience and training to perform the duties of this division and appointed and confirmed in the same manner as the Director.

The Building Division shall be supervised by a division manager who shall be a licensed construction official and a City employee in the classified civil service qualified for appointment by the Civil Service Commission of this state.
The Department shall have additional personnel as may be provided for by the budget and set forth in the Salary Ordinance of the City. Said personnel shall be qualified by experience and training to perform the duties assigned by the Director.
