A. 
Except as hereinafter provided, the following are the official holidays with pay to be observed by this City:

B. 
If a holiday falls on a Sunday, it shall be observed on the following Monday. If one of the foregoing falls on a Saturday, it shall not be a paid holiday unless the Mayor shall, in his discretion, declare that the holiday shall be observed on a preceding day. Any other days or portions thereof generally observed as holidays by banks in the City may, at the discretion of the Mayor, be observed as holidays.
C. 
Effective January 1, 1971, weekend holidays will be observed as follows:
(1) 
Washington's Birthday on the third Monday of February.
(2) 
Memorial Day on the last Monday of May.
(3) 
Columbus Day on the second Monday of October.
(4) 
Veterans Day on November 11.

A. 
Permanent employees entitled to certain days of leaves of absence with pay during the contract year to attend to necessary personal business will be subject to the personnel policies which shall be revised annually after negotiation with the City employees and the uniformed personnel, which shall be kept on file in the office of the City Clerk.

B. 
Requests for such leave must be filed in advance with the department head on a form prescribed by the City. All leaves shall be approved by the department head. No personal leave day with pay shall be granted immediately before or after any holiday, and the granting of any personal leave day shall be subject to scheduling requirements of the department as determined by the department head.
C. 
Any personal leave day not used by any employee shall not accumulate from year to year.
Leave of absence without pay may be granted by a department head with the approval of the Mayor upon good and sufficient reason for a period of one month or less. Leave of absence in excess of one month, but not to exceed six months, shall be granted only with the approval of the City Council, upon written request therefor setting forth the reason by the department head, with the consent and approval of the Mayor. Renewals thereof, not to exceed an additional six months upon the recommendation of the department head with the approval of the Mayor, may be granted by resolution of the City Council.
Pursuant to § 60-49, maternity leave without pay may be granted for a period not to exceed six months by a department head. Upon certification by a treating physician, the department head may extend the leave of absence to 12 months. Maternity leave in excess of the periods set forth in this section shall be granted only upon the recommendation of the Mayor and approval by resolution of the City Council.

Where an employee is disabled either through injury or illness as a result of or arising from his employment by the City, he may request through his department head special leave of absence. If the employee is unable to so act, the application may be made in his behalf by a member of his immediate family or by the department head on his own initiative. If the department head determines that the disability did in fact occur either through injury or illness as a result of or arising from employment by the City, he shall, with the approval of the Mayor, authorize payment of regular pay for an initial period of special leave of absence not to exceed three months. If, during such initial period, the employee has applied for workmen's compensation benefits or has indicated a readiness to so apply at a future date if the compensation carrier has declined to make voluntary payments for temporary disability during the entire period of special leave of absence, then the department head, with the approval of the Mayor, upon a renewed application, may authorize additional extensions of the special leave of absence at a regular pay for one or more periods, such that the total period of special leave of absence shall not exceed one year. The department head may require such medical certificates or examination by a physician designated by the City or workmen's compensation carrier as may be desired to evaluate any application. Any amount of salary or wages paid or payable to an employee because of leave granted shall be reduced by the amount of any workmen's compensation award under Chapter 15 of Title 34 of the Revised Statues of New Jersey made for temporary disability because of the same injury or illness requiring such leave, and all checks for temporary disability benefits received by such employee who has received full wages under this provision shall be delivered to the Director of Finance.
An employee who is absent from work due to jury duty shall receive his usual compensation less such amount as he may receive by reason of such jury duty, provided that the employee reports the summons for jury duty to his superior within three business days of the receipt of the same.
