A.
Public records. Copies of all public records in custody
of the City Clerk shall be available during normal business hours
to any member of the public requesting the same upon payment in advance
of the established fees, including the following fees:

Statutory provisions governing certain charges. Copies
of any other records within the office of the City Clerk, where no
fee has been set by this chapter, shall be charged for in accordance
with N.J.S.A. 47:1A-1 et seq., its amendments and supplements.

A.
Proposed applicants who desire to obtain a United
States passport may apply for a passport at the office of the City
Clerk for the following fees:
(1)
Two two-by-two-inch pictures (to be attached to the
passport application): $10.
(2)
DS-11 form (new passport applications), age 16 and
over: United States Department of State fee.
(3)
Execution fee: set by United States Department of
State.
(4)
DS-11 (for children under 16 years of age): United
States Department of State fee.
(5)
Expedited services: United States Department of State
fee.
(6)
File search fee: United States Department of State
fee.
(7)
Passport card (age 16 and over): United States Department
of State fee.
(8)
Passport card (age 15 and under): United States Department
of State fee.
B.
All of the above fees, with the exception of Subsection A(1) and (3), are payable directly to the United States Department of State. The execution fee and picture fee are made payable to the City of East Orange and will be accepted in the form of cash or a money order only. All other applicable fees will be accepted in the form of a check or money order made payable to the United States Department of State.

A.
Tax liens. The Tax Collector or the Assistant Tax
Collector shall provide, upon payment of a fee in accordance with
the following schedule, an official search of tax liens or taxes owing
on any property to any person so applying and, pursuant to N.J.S.A.
54:5-14, receive, for each certificate issued by him, a fee of $10.

Duplicate records. The Tax Collector shall provide
duplicate records upon the payment of a fee, pursuant to N.J.S.A.
54:4-64d, of a maximum of $5 for the first duplicate copy and a maximum
of $25 for each subsequent duplicate copy of the same tax bill in
the same fiscal year.

A.
Chief to promulgate regulations authorizing release
of information. The Chief of the Police Department shall prescribe,
in writing, regulations governing the release of noncriminal information
from the files of the Police Department. Such regulations shall specifically
set forth that noncriminal information which may be released by the
Police Department, and all other information shall be treated as confidential
and shall not be released unless by order of a court of competent
jurisdiction or by authority of the Chief of the Police Department.
B.
Fees to be charged for Department services.
(1)
Any person desiring noncriminal information from the
files of the Police Department shall make such request in accordance
with and in the manner prescribed by regulations to be promulgated
by the Chief of the Police Department. Checks and money orders shall
be made payable to the City of East Orange, and all fees shall be
remitted to the Police Department.
(2)
Fees to be charged shall be as follows:
(a)
Copy of any noncriminal report, per page: $0.50.
(b)
Copy of any noncriminal report requested other than
in person: an additional fee of $5 for the first three pages and $1
per page thereafter.
(c)
Copy of noncriminal photograph, per photo: $7.
(d)
Permit to purchase pistol or revolver: $2.
(e)
Firearms identification card: $5.
(f)
Fingerprints registered where required for issuance
of permit or license or for civilian purpose: $3, in addition to such
other fees as may be required by other law enforcement agencies imposing
a processing user fee.
(g)
Clearance visa or letter of good conduct: $3.
(h)
Report of record of individual when requested by prospective
employer engaged in government contract of a national security nature:

(i)
Notarization of signature, each: $2.
(j)
Moving permit: $2.
(k)
A search fee for any of the foregoing enumerated services
when a report, record or photograph is not on file: $3.
(l)
The charge for the first hour, or part thereof, to
include setting up playback dictaphone machine or record search: $25.
For each succeeding hour or part thereof: $15.
(3)
No fee shall be charged for any of the enumerated
services when requested by any municipality, county, state or federal
agency or subdivision thereof. The fee for notarization of signature
shall not apply to signatures required on application forms for commitment
to mental health hospitals.
