As used in this article, the following terms shall have the meanings indicated:
CAT OR DOG OF LICENSING AGE
Any cat or dog which has attained the age of seven months or which possesses a set of permanent teeth.

HOUSEHOLD PET
Birds, cats (excluding any cat naturally existing in the wild state), dogs or other animals normally available at pet shops, which, by reason of their species, condition or character, are domesticated and not dangerous.[1]

No person shall keep, maintain or harbor any wild animal within the City.

No person shall permit any household pet to run at large in any street or public place, nor shall any person keep, maintain or harbor household pets in such number, not to exceed six dogs or cats of a licensing age, or a combination of either, or 10 birds, or manner as to constitute a nuisance or to endanger the public health.
No person shall keep, harbor, maintain or husband any domestic animal (excluding household pets, as defined in § 132-1) within the City, nor shall the owner or custodian of any such animal allow the same to be led or driven on any public place or street, unless securely harnessed.

No dogs or other domestic animals, leashed or unleashed, shall be permitted in any public park or playground except for the bringing of a dog, while under the control of a leash, directly to or from an area designated by the City as a dog run, without diversion.
