Any thing, condition or act which is or may
become a detriment or menace to human health is, and the following
specific things, conditions and acts are, each and all of them, hereby
declared to be and defined as nuisances:
A.
Any water or liquid in which mosquito larvae exist.
B.
Any accumulation of manure or vegetable or animal
matter in which fly larvae exist.
C.
Any well or other supply of water used for drinking
or household purposes which is polluted or which is so situated or
constructed that it may become polluted.
D.
Permitting ragweed in a flowering state or poison
ivy to exist or to grow upon any public or private property.
E.
Any imperfect, defective, leaking, unclean or filthy
sink, water closet, urinal, sump pit, slop basin or other plumbing
fixture in any building used or occupied by human beings.
F.
Depositing, maintaining or permitting to be maintained
or to accumulate upon any public or private property any household
wastewater, sewage, garbage, tin cans, offal or excrement; any decaying
fruit, vegetable, fish, meat or bones; any oyster or clam shells;
any foul or noxious odors, gases or vapors; or any foul, putrid or
obnoxious liquid or substance.
G.
Permitting any garbage, offal, scraps, waste food
or other putrescible material to be held in a container which is not
watertight or which is uncovered in any store, factory or outside
of any building or on any public or private property or in any building
of multiple occupancy except in the individual apartment.
H.
Any person killing or slaughtering in the City any
cattle, calf, sheep, lamb or swine or maintaining any establishment
or place for the purpose of killing or dressing poultry or any establishment
where such practices are carried on.
I.
Any person spitting upon any public sidewalk or crossing
or upon the floor of any public building, bus or other public conveyance.

No person shall use or permit the use of hydrocyanic
acid gas or any product of cyanogen or any other substance poisonous
to life or human beings for fumigating or disinfecting any structure
or premises in the City of East Orange without first having obtained
a permit so to do from the Health Department of the City, which permit
shall be exercised only in the presence of an authorized representative
of the Health Department of the City of East Orange at the time and
place said gas or other product is released.

A.
No person shall feed, permit to be fed, make accessible or permit to be made accessible any food, food scrap, garbage, bird feed or other organic substance for mice, rats or other rodents; provided, however, that this section shall not apply to any school, pet shop or other place where rodents are properly confined as pets, experimental animals or for other useful or meaningful purposes. B.
No person shall harbor or permit to be harbored on any private or public property any mice, rats or other rodents; provided, however, that this section shall not apply to any school, pet shop or other place where rodents are properly confined as pets, experimental animals or for other useful or meaningful purposes. No person shall accumulate or permit to be accumulated on any private or public property pools of water, stagnant water or other liquid of any unconfined, uncontrolled or unplanned manner for a period exceeding seven days. (See § 282-6 for violations and penalties hereof.)

A.
Any person or persons violating any of the provisions of this chapter, except as provided in § 282-6B, shall, upon conviction thereof, be subject to a fine of not less than $200 nor more than $500.
B.
Payment through Violations Bureau. If you wish to plead guilty of violating or refusing to comply with §§ 282-2, 282-4A, B and C, and 282-5, respectively, and give up your rights to have a lawyer and a trial, you may pay a fine of $200 by bringing or mailing the summons together with payment within 14 days of notice of violation to the Violations Bureau located at:
