A.
It shall be the duty of the Chief, with the approval
of the Mayor and Council and upon recommendation of the responsible
Company Captain and the Chief Engineer, to appoint one or more drivers
who shall be assigned to drive the motor apparatus of the Department.
Said drivers shall be assigned based upon experience in driving and,
if applicable, pumping, in order to be appointed, and must possess
a valid State of New Jersey vehicle operator's license. Loss of said
state license shall be cause for automatic removal from the drivers
list pending the return of said state license.
B.
The driver of any Department vehicle involved in an
accident must verbally report the accident immediately to the Chief
and, upon the request of the Chief, submit a report, in writing, within
24 hours of said accident. A failure to comply shall result in an
immediate removal from the drivers list and/or suspension from the
Department pending compliance and subsequent review of the reasons
for noncompliance by the Executive Board.
It shall be the duty of the Secretary of each
company to keep a permanent record of the fire and drill service of
each member of the Department, said record to be furnished by the
officer in charge of said fire or drill. A copy of this record shall
be submitted to the Department Chief at the close of each year.
It shall be the duty of the Secretary of each
company on or before the last Monday in each and every year to report
to the Chief the name and residence of each person who is an active
or inactive life member of his company in good standing at that time,
which list the Chief shall file with the Municipal Clerk on or before
the next meeting of the Borough Council. The Secretaries of all departmental
units shall submit to the Secretary of the Local Firemen's Relief
Association a complete list of all members of his company; said list,
when filed, shall carry the name of the member, date of joining the
Department or company and age at the time of joining. The said Secretary
shall file annually supplemental lists showing any addition, resignation
or changes in membership made necessary by any cause whatever; said
list so submitted shall give the name of the member, the date of action
so recorded and other information necessary for keeping a complete
record of the active membership of the Department.
A.
It shall be the duty of the Department Secretary-Treasurer
to keep accurate minutes of all Department meetings and to write all
things proper to be written. He shall notify all members of the Department
of all special and regular Department meetings. He shall, in January,
submit to the Chief an annual report of all fires for the past year,
listing the number of calls, type of fires, etc., and include a complete
record of all fires, locations, times, etc. He shall assist the Chief
in reporting the election of new members, transfers and resignations
or expulsions of members to the Mayor and Council.
B.
It shall further be the duty of the Secretary-Treasurer
to collect all moneys due the Department through donations, contributions
or from proceeds of raffles and fund-raising affairs, etc.; to pay
only such bills as ordered by the Department meetings; to keep a correct
account of all receipts and disbursements; and to submit a financial
report at each Department meeting. He shall deposit these moneys in
a bank selected at the Department meeting as a Special Hopatcong Fire
Department Fund, and any checks drawn against this account shall be
signed by the Secretary-Treasurer and countersigned by the Chief.
Under the orders of the Chief, it shall be the
duty of the Chief engineer to supervise the company engineers in order
that all apparatus are kept in first-class condition. The Chief Engineer
shall oversee the operation and maintenance of said equipment and
shall be provided, by each company, with an up-to-date inventory of
all equipment and tools of said company and shall keep the Chief informed
of all changes in said equipment and tools.
The Chaplain or Chaplains, upon being appointed by the Chief and approved by the Mayor and Council, shall be issued a company dress uniform, fire work uniform and badge of office, and any such articles so issued must be returned at the expiration of the term of office or upon resignation. The Chaplain or Chaplains shall give such spiritual said as may be needed by the members of the Department. The Chaplain or Chaplains shall have the status of members of the Hopatcong Fire Department but are not subject to Article I, § 17-6B, of this chapter.
