A Length of Service Awards Program (LOSAP) is
herewith created in accordance with Chapter 388 of the Laws of 1997,[1] to reward members of the volunteer Hopatcong Volunteer
Firefighters and Hopatcong Ambulance Service, Inc., for their loyal,
diligent, and devoted services to the residents of the Borough of
Hopatcong.

The LOSAP shall provide for fixed annual contributions
to a deferred income account for each volunteer member that meets
the criteria set forth below; such contributions shall be made in
accordance with a plan that shall be established by the Borough of
Hopatcong pursuant to P.L. 1997, c. 388; and such plan shall be administered
in accordance with the laws of the State of New Jersey, the United
States Internal Revenue Code, and this article.

The LOSAP shall provide for annual contributions
to each eligible member that meets the criteria as follows:

The estimated cost of the program has been calculated
as follows: for regular annual services, up to $213,213 per year,
which is equivalent to approximately 1.5 tax points.
Each active volunteer member shall be credited
with points for volunteer services provided to the Hopatcong Volunteer
Firefighters and Hopatcong Ambulance Service, Inc., in accordance
with the following schedule:
A.
Hopatcong Volunteer Firefighters.

One hundred points are required for a member to be
eligible for 100% of the annual contribution. If a member achieves
fewer than 100 points, the following table would be used in determining
the contribution:

Miscellaneous committees. Two points will be credited
for participating in activities which are deemed official by the Captain
or President, such as:
(a)
Truck committees.
(b)
Fire prevention activities.
(c)
Wakes and memorial services.
(d)
Local relief association meetings as delegate
or trustee.
(e)
Local exempt association as member.
(f)
Attendance as delegate to county or state association
meetings.
(g)
Parades and other special events.
(h)
Attendance at outside firematic activities not
previously covered.

Miscellaneous.
(a)
Chief: 40 points.
(b)
Assistant chiefs: 35 points.
(c)
Department engineer: 35 points.
(d)
Department secretary: 20 points.
(e)
Captain: 30 points.
(f)
Lieutenant: 25 points.
(g)
Engineer: 20 points.
(h)
Assistant engineer: 15 points.

Training drills: one point each.
(j)
Special details: one point each.

Schooling: four points each class.

Committee meetings: one points.

The administration of the point system shall be a
committee of three members, the Captain plus two other members appointed
by the Captain/President.

Captain: 30 points.

First and second lieutenants: 20 points.

Other elected officers: 15 points (points awarded
for one office).
(e)
Other officers: assistant engineer, assistant
steward, assistant treasurer, parliamentarian, training: 10 points.

Gold Cross delegates: five points.
(g)
Gold Cross alternates: one point.
