Garbage, including wastes, vegetables and animal material, which may
attract flies shall not be permitted to be stored at or in connection with
any public place or any place unless the material is kept covered to prevent
access of flies and escape of foul odors.

No container or containers with a garbage, rubbish or debris content
shall exceed 50 pounds (23 kilograms) in weight, including the container and
contents. Garbage put out for collection must be placed in containers with
a top or cover that fits firmly and tightly in place or heavy-duty plastic
bags having a thickness of three mills. At no time shall garbage be stowed
or put out for collection either in paper bags or cardboard containers or
the like. Garbage shall not be placed for collection more than 24 hours prior
to the scheduled collection time. All garbage cans or containers must be removed
from the edge of the road and the cover replaced within 24 hours of garbage
collection.
No person shall throw, cast, place or deposit in any park, lake, stream,
river or brook, well, spring or cistern in the Borough any dead animal, putrid
meat, garbage, offal, manure or compost or any foul or offensive substances
whatever.
It shall be the duty of the Health Officer to have removed from the
public highway, road, street, lot, lands, lake, streams, or any other public
or private place, any decaying animal or vegetable substances within 12 hours
after notification.
All vehicles or receptacle used for removing the contents of cesspools
or privy vaults or outhouses, or for carrying swill, or other liquid or partially
liquid materials shall be only those that are watertight and shall be kept
clean and inoffensive when not in use.
All vehicles of every kind used in removal of garbage shall be covered.
