There is hereby established in and for the Township of Mantua in the County of Gloucester, pursuant to and in accordance with the provisions of Title 26, a local Board of Health composed of seven members, who shall be residents of the Township of Mantua.

Each member of such Board shall be appointed by the governing body of the Township of Mantua for a term of office to commence on January 1 of the appropriate year: two members for the term of one year, two members for the term of two years and all other members for the term of three years. Any vacancy occurring in the membership of the Board shall be filled for the unexpired portion of the applicable term.[1]

Editor's Note: The ordinance which amended this section, which was adopted 4-26-1977, provided for a change in the expiration of terms of office as follows: "The terms of incumbents shall not be affected by this ordinance except that hereafter the terms of office shall terminate on December 31 of the appropriate year, i.e., terms to expire in May 1977 shall expire in May 1977 but the next term shall run from May 1977 until December 31, 1980."

The Board of Health shall organize in the month of January annually and shall fix on the day of its reorganization meeting a place, day and hour for a regular meeting of the Board of Health for the hearing of complaints, reports and general business, and shall cause to be published in a newspaper appointed for same by the Township Committee a notice of said action by the Board of Health. At the reorganization meeting, a Chairman and Vice Chairman shall be elected from among the membership of the Board and, as well, a Secretary shall be appointed, who need not be a member of the Board, who shall serve at the pleasure of the Board of Health.

The Board shall adopt such rules and regulations as it may deem necessary to govern its procedure, and it shall by November 30 of each year submit to the Township Committee the proposed budget deemed necessary by the Board of Health in order to operate efficiently and discharge its obligations. The Board of Health shall not expend moneys beyond that allotted by the Township Committee for the operation of the Board of Health.
The Board shall administer and enforce all health ordinances of the Township now in effect, whether adopted by the former Township Committee acting as the Board of Health or any prior Board of Health, and it shall adopt any other duties as may be required by any statute of the State of New Jersey now in effect or which may hereafter be enacted.[1]

The records and property of the existing Board of Health and all records of any prior Board of Health and all records and property relating to health matters now or at any time in the possession of the present Health Officer are hereby transferred to the Board of Health established by this article.
