A Recycling Committee is hereby established
for and in the Township of Mantua.

A.
The Recycling Committee is hereby authorized and directed
to enforce this article. It is hereby authorized and directed to establish
and promulgate reasonable rules and regulations as to the items to
be recycled and, except as specifically set forth in this article,
the manner, days and times for the collection of said recyclable items.
Such regulations shall be promulgated and effective not later than
five months from the date hereof.
B.
The Recycling Committee shall cause to be published
in an official newspaper of the Township a conspicuous notice setting
forth the rules and regulations and the effective date of the same
to residents of Mantua Township, said notice to be published once
a week for four consecutive weeks prior to the effective date of any
such rule and regulation.
C.
Prior to the publication of any such rule and regulation
adopted pursuant to this article, the Recycling Committee shall present
said rule and regulation to the governing body which shall, by resolution,
adopt, deny or modify said rule and regulation. The Recycling Committee
shall be bound by the action of the governing body.
D.
The Recycling Committee shall apply for grants from
state and federal agencies to aid in the recycling program.
E.
In addition to the mandated recycling, as established
by rules and regulations promulgated by the Recycling Committee, said
Committee shall encourage voluntary recycling for items not mandated
by rules and regulations.

A.
The Committee shall consist of seven regular members
and two alternate members to be appointed by the Township Committee.
B.
The terms of the regular members shall be for a period
of five years, with the exception that the initial terms shall be
staggered so that not more than two members shall have terms expiring
in any given year.
C.
The terms of the alternate members shall be for a
period of five years, with the exception that the initial terms shall
be staggered so that both terms shall not expire in the same year.
Alternate members shall be designated at the time of appointment as
"Alternate No. 1" and "Alternate No. 2." Alternate members may participate
in discussions of the proceedings but may not vote, except in the
absence or disqualification of a regular member. The vote shall not
be delayed in order that a regular member may vote instead of an alternate
member. In the event that a choice must be made as to which alternate
member is to vote, Alternate No. 1 shall vote.
