No person shall discharge or permit the discharge of any solid, semisolid or liquid waste into any of the sanitary sewer lines located within the Township of Mantua, including those lines owned or controlled by the Mantua Township Municipal Utilities Authority or the Gloucester County Utilities Authority or anyone else, except any discharge made through a lawful sewer connection approved by the appropriate authority and in a manner consistent with the regulations of the approving authority.
As used in this article, the following terms shall have the meanings indicated:
APPROPRIATE AUTHORITY and APPROVING AUTHORITY
Any and all public bodies or private entities that have jurisdiction to regulate sanitary sewers in Mantua Township.
PERSON
Any natural or judicially recognized person, including business entities such as proprietorships, partnerships and corporations.
SOLID, SEMISOLID OR LIQUID WASTE
Includes any material or matter which is discharged into a sanitary sewer line, including septage or septic tank wastes.
In the case of an employee of a person, where the employee actually causes the illegal discharge to take place, both the employee and the person employing him shall be deemed to have violated this article, unless the person employing can prove he directed the employee to properly dispose of the waste in a legal disposal area and had no knowledge of the employee's intent to illegally dispose of the waste.

A. 
Any person, entity or corporation who or which violates any provision of this article, shall, upon conviction thereof, be punishable by one or more of the following: imprisonment in the county jail or any place provided by the municipality for the detention of prisoners for a term up to but not exceeding 90 days or by a fine of not less than $100 and not more than $2,000 or by a period of community service up to but not exceeding 90 days, or any combination of the above.
B. 
Each incident of illegal discharge shall constituted a separate offense for the purpose of imposing the penalties referred to above.
