GENERAL REFERENCES
Subdivision of land — See Ch. 369.
As used in this chapter, the following terms shall have the meanings
indicated:
Any dwelling house, store, factory or other building.
A.
All parcels of land and real estate fronting on any street
in the city shall be numbered. Each parcel shall be known and designated by
the number or numbers indicated on the:

Said maps are hereby adopted as the official house numbering
maps of the city for the purpose of establishing street numbers. The numbers
on said maps are hereby established as the proper numbers for such parcels
of real estate respectively.
The owner or owners of each building fronting upon a street in the city
shall affix the properly assigned number or numbers to some conspicuous place
on the front part of the building so as to be plainly visible from the sidewalk.
It shall be the duty of the owner or owners of any parcel of real estate
upon which any building may be now or hereafter erected to obtain from the
City Engineer, and affix, the correct street number to each such building.
A.
First baseline. The center line of the Pennsylvania Railroad
from the Linden City line, as said center line extends southwesterly through
the major portion of the city, and the extension thereof southwesterly to
the Woodbridge Township line, shall constitute the baseline for all streets
running parallel or nearly so to same, and, for the purpose of this chapter,
the direction of this baseline shall be assumed to run north and south.
B.
Second baseline. A line at right angles to the first
baseline and distant 6,000 feet southerly from the intersection of the center
line of the Pennsylvania Railroad with the center line of Emerson Avenue shall
constitute the baseline for all streets running parallel or nearly so to the
same, and, for the purpose of this chapter, the direction of this baseline
shall be assumed to run east and west. The City Engineer is hereby empowered
to determine which streets shall be considered as parallel to either baseline.
C.
Street numbers. The odd numbers shall be on the right-hand
side of the street, and the even numbers shall be on the left-hand side of
the street when going away from the baseline. The unit of measurement shall
be 10 feet. Twice the number of ten-foot units shall be the street number
on the side of the street to which even numbers are assigned and twice the
number of ten-foot units less one shall be the street numbers on the side
of the street to which odd numbers are assigned. On streets assumed to be
running east and west, the street numbers of each parcel of real estate shall
be determined by its right-angle distance from the aforesaid first baseline
and shall be considered as east or west, as the case may be. On streets assumed
to be running north and south, the street number of each parcel of real estate
shall be determined by its right-angle distance from the aforesaid second
baseline.
A.
The owner of any building may request the renumbering
of said building by filing a petition with the Council. The petition shall
be accompanied by a prepared map showing the desired changes and clearly showing
how the numbers for the entire block would stand in case such renumbering
is ordered.
B.
At least 10 days prior to the presentation of said petition
to the Council, a copy of said petition, together with a notice of intention
to apply to the Council, shall be served upon all owners of property fronting
on said block or published in all official newspapers of the city.
C.
The petition presented to the Council shall be accompanied by proof, in affidavit form, showing that Subsection B hereof has been complied with. The Council may, in its discretion, by resolution, order said block to be renumbered in the manner specified in the petition or in such other manner as the Council may deem best.
D.
In the event that the Council shall order changes in the numbering of said block, a map duly authenticated by the City Engineer shall be filed in the office of the City Engineer showing the changes so ordered; and the numbers designated thereon shall, as to the block in question, supersede those numbers in the original maps designated in § 157-2 or in any maps amending or supplementing said original maps.
When any new streets are opened or laid out, the various parcels on
any said street shall be numbered in conformity with the general plan for
numbering described in this chapter.
Any person who shall violate any provision of this chapter shall, upon
conviction thereof, be punished by a fine not exceeding $500 or by imprisonment
for a term not exceeding 90 days, or both.
