Parking on City-owned property shall be restricted as follows:
A. 
Officials, employees and agents of the City of Rahway shall be permitted to park on City-owned properties at all times when they are performing official business for the City.
B. 
Other persons conducting business with the City shall be permitted to park on City-owned properties during the periods set forth herein.
C. 
Persons conducting business with the City of Rahway in excess of the time restriction specified for a particular City-owned property shall be permitted parking in said lot for as long as they are conducting said business, provided that they notify the Rahway Police Department of their business and that they are, in fact, conducting said business.
D. 
The term "conducting business" shall be liberally construed to include citizens exercising theirs rights, provided that such persons are, in fact, utilizing the facilities of the City-owned property for which they are parked.
E. 
Except as aforesaid, no other person shall be permitted to park on any City-owned property under penalty of law.
F. 
Restrictions placed on these lots are as enumerated in Article II, Schedules.

A. 
Parking permits may be issued for certain City-owned lots by the Rahway Parking Utility to employees of the City of Rahway and/or representatives of the City of Rahway at no charge.
B. 
The City reserves the right to issue permits for a monthly fee of $25 to persons seeking to purchase one. The City reserves the right to cancel permits at any time as deemed necessary.
C. 
Permits will expire annually or as reasonably determined by the Rahway Parking Utility. Any vehicle bearing an expired permit and parked in violation of this chapter shall be subject to the provisions of § 297-10.

Any person violating the provisions of this chapter shall, upon conviction thereof, be punished by a fine not exceeding $500, towed at owners’ expense, or by imprisonment for a term not to exceed 90 days, or all.

In accordance with the provisions of § 297-1, no person shall park a vehicle for longer than the specified time limit upon any of the following designated City-owned properties unless they have a parking permit issued by the City of Rahway or the Rahway Parking Utility:
