The Township Committee deems it necessary and
appropriate to establish an organization to serve the needs of senior
citizens and through the efforts of which the Township's senior citizens
would be apprised of federal, state, county and local programs available
to senior citizens.
There is hereby created and established pursuant
to N.J.S.A. 40:48-2, a council to be known as the "Senior Citizens
Advisory Council of the Township of Wall."
A.Â
The Council shall consist of nine members during the
first year and such additional number as may be deemed appropriate
and necessary by the Township Committee to effect the purpose of this
article.
B.Â
The Township Committee shall appoint three members
for one year, three members for two years, and three members for three
years, whose terms shall commence retroactively on January 1, 1977.
Thereafter, the Township Committee shall appoint or reappoint members
for three-year terms.
C.Â
All of the members shall be residents of the Township
and shall be of the age of 62 years or older, except for the Township
liaison member who may be of any age. All members shall be selected
on the basis of their qualifications, fitness and desire to fulfill
and advance the objectives and purposes of the Council as defined
herein.
D.Â
The Council shall annually elect one of its members
as Chairman, whose duties shall be to fix meeting dates, conduct the
meetings, appoint subcommittees and arrange the activities and functions
of the Council so that they may be accomplished in an orderly and
productive fashion.
E.Â
The Senior Citizens Advisory Council shall annually
elect one of its members as Cochairman, whose duties are to assist
the Chairman in the completion of his duties.
F.Â
The Senior Citizens Advisory Council shall annually
elect one of its members as secretary, whose duties shall be to record
the minutes of all meetings and to receive and transmit all correspondence
of the Committee.
G.Â
One of the members shall be designated as the Township
Committee liaison member of the Senior Citizens Advisory Council,
and shall act as a liaison between the Township Committee and the
Senior Citizens Advisory Council.
H.Â
All members of the Council shall serve without compensation.
I.Â
The Township Committee shall have the discretion,
upon recommendation from the Senior Citizens Advisory Council to remove
any members appointed by the Council who are not fulfilling their
duties or responsibilities.
The duties of the Council shall be as follows:
A.Â
To bring matters of importance and concern to senior
citizens to the attention of the Township Committee of the Township.
B.Â
To identify senior citizens residing in the Township.
C.Â
To arrange for and secure tickets and arrange transportation
to cultural events of interest to senior citizens of the Township.
D.Â
To encourage formation of a telephone communication
check service for senior citizens living alone.
E.Â
To work to obtain use of a senior citizen van or similar
type vehicle for transportation of elderly residents of the Township.
F.Â
To establish and develop a senior center.
G.Â
To interview and select a Wall Township member to
the Cooperating Council of the Office on Aging of Monmouth County.
H.Â
To promote a nutrition program for the elderly and
to seek representation in the Nutrition Program Project Council.
I.Â
To act as trustees of any senior center that may be
developed and implemented by this Council.
J.Â
To facilitate communication between senior citizens
and other members of the community.
K.Â
To provide a resource for the community to discuss
problematic areas of concern to senior citizens.
L.Â
To recommend to the Township Committee programs, improvements
and activities which will benefit the Township's senior citizens as
well as alleviate problem areas of concern to those Township residents
who are senior citizens.
M.Â
To act as a liaison between the senior citizens of
the Township and the Township police.
The Council shall receive from all Township
officials, offices and departments such assistance as may be proper
and reasonably necessary to aid the Council in the performance of
its duties.
The Senior Citizens Advisory Council may submit
a budget request to the Township Administrator. The Township Committee
may appropriate in each annual budget of the Township such sum as
may be determined by the Township Committee to be necessary to accomplish
the purposes set forth herein, and to implement those recommendations
of the Council which the Township Committee in its discretion, deems
economic, feasible and appropriate.
