The Township Committee deems it necessary and
appropriate for the social development of the Township of Wall to
promote better relations within the community. The Township Committee
also finds that alcoholism and drug abuse are important public health
and law enforcement problems in our community and the community is
desirous of working with the Governor's Council on Alcoholism and
Drug Abuse and the Monmouth County Board of Chosen Freeholders in
preventing and resolving these problems. In order to address those
concerns, the Township Committee wishes to create an advisory body
in accordance with the statutory requirements of P.L. 1989, c. 51
(N.J.S.A. 26:2BB-1 et seq.), to provide continuing advice to it and
the citizens of this community on matters pertaining to alcoholism
and drug abuse and to foster improved relations, communication and
community service in the Township.
There is hereby created and established pursuant
to N.J.S.A. 40:48-2, a committee to be known as the "Community Relations/Community
Alliance Committee of the Township of Wall."
A.
The Committee shall consist of 12 members during the
first year and such additional number as may be deemed appropriate
and necessary by the Township Committee to effect the purpose of this
article.
B.
The Township Committee shall appoint four members
for one year, four members for two years and four members for three
years, whose terms shall commence retroactively on January 1, 2000.
Thereafter, the Township Committee shall appoint or reappoint members
for three-year terms.
C.
All of the members shall be residents of the Township,
except that one member of the Police Department who is not a resident
may be appointed. All members shall be selected on the basis of their
qualifications, fitness and desire to fulfill and advance the objectives
and purposes of the Committee as defined herein.
A.
The Community Relations/Community Alliance Committee
shall annually elect one of its members as Chairman, whose duties
shall be to fix meeting dates, conduct the meetings, appoint subcommittees
and arrange the activities and functions of the Committee so that
they may be accomplished in an orderly and productive fashion.
B.
The Community Relations/Community Alliance Committee
shall annually elect one of its members as Cochairman, whose duties
are to assist the Chairman in the completion of his or her duties.
C.
The Community Relations/Community Alliance Committee
shall annually elect one of its members as secretary, whose duties
shall be to record the minutes of all meetings and to receive and
transmit all correspondence of the Committee.
The Township Committee shall annually appoint
one of its members as the Township Committee's representative to the
Community Relations/Community Alliance Committee. The Township Committee
shall also annually appoint the Director of the Wall Youth Center
to be a full voting member of the Committee, and who shall also act
as liaison between the Committee, the Township and the Wall Youth
Center and who shall advise the Community Relations/Community Alliance
Committee as necessary and appropriate.
All members of the Committee shall serve without
compensation.
The Township Committee shall have the discretion,
upon recommendation from the Community Relations/Community Alliance
Committee, to remove any members appointed to the Committee who are
not fulfilling their duties or responsibilities.
The duties of the Committee shall be as follows:
A.
To recommend to the Township Committee programs, improvements
and activities which will benefit the Wall Youth Center.
B.
To bring matters of importance and concern regarding
the Wall Youth Center to the attention of the Youth Center Director
and the Township Committee.
C.
To provide a resource for the community to discuss
areas of community concern; to facilitate communication and maintain
tranquillity within the community.
D.
To recommend to the Township Committee programs, improvements
and activities which will benefit the Township's relations with the
community, alleviate areas of community concern and improve the Township's
services to its youth.
E.
To act as a liaison between the community and the
Township Police Department.
F.
To assist in the organization and coordination of
efforts at preventing drug and alcohol abuse involving schools, law
enforcement agencies, business groups, and other community organizations.
G.
To serve in an advisory capacity to the local school
district and the Township, as they cooperate in the development and
implementation of comprehensive and effective drug and alcohol education
programs in the local public schools.
H.
To serve in an advisory capacity to the Township and
the local school district, as they develop and implement policy, procedures,
and programs to address issues of drug and alcohol involvement among
students; including intervention, student assistance, counseling and
discipline.
I.
To serve in an advisory capacity to the Township as
it carries out its role in the development and implementation of programs
of drug and alcohol abuse education, prevention and intervention.
J.
To assist in the development of a comprehensive alcoholism
and drug abuse community awareness program for this community.
K.
To consult with the Monmouth County Board of Alcoholism
and Drug Abuse Services, identifying alcoholism and drug abuse prevention,
education and intervention needs in the Township.
The Community Relations/Community Alliance Committee
shall receive from all Township officials, offices and departments
such assistance as may be proper and reasonably necessary to aid the
Committee in the performance of its duties.
The Community Relations/Community Alliance Committee
shall submit a budget request to the Township Committee which shall
appropriate in each annual budget of the Township, such sum as may
be determined by the Township Committee to be necessary to accomplish
the purposes set forth herein, and to implement those recommendations
of the Committee which the Township Committee, in its discretion,
deems feasible and appropriate.
