There is hereby created and established the Police Department of the Township whose members shall be known as follows:
A. 
A Chief of Police, who has attained the rank of captain or lieutenant of the Police Department, and such other qualifications as may be prescribed by the Township Administrator.

B. 
Captain of Police, with not less than one year's experience as a Lieutenant of the Police Department, and such other qualifications as may be prescribed by the Township Administrator, the number to be appointed as may be necessary.
C. 
A Lieutenant, with not less than one year's experience as Sergeant of the Police Department, and such other qualifications as may be prescribed by the Township Administrator, the number to be appointed as may be necessary.

D. 
[1] A Sergeant, with not less than three year's experience as a member of the Police Department, and such other qualifications as may be prescribed by the Township Administrator, the number to be appointed as may be necessary.

E. 
A patrolman having such qualifications as may be prescribed by the Township Administrator, the` number to be appointed as may be necessary. Patrolman may be assigned to either the Patrol Division or the Detective Division of the Police Department by the Chief of Police subject to the approval of the Township Administrator.
F. 
A temporary or probationary patrolman, who shall be a high school graduate, and have such other qualifications as may be prescribed by the Township Administrator, the number to be appointed as may be necessary. The appointment of such police officers shall be made for a total period not exceeding one year for the purpose of enabling such person seeking permanent employment to take a police training course at the New Jersey Municipal Police Academy. Any appointment may be for a temporary period of less than one year in the discretion of the Township Committee. No person shall be given or accept a permanent appointment as a police officer unless such person has successfully completed the police training course at the New Jersey Municipal Police Academy, and has served as a police officer, as a probationary or temporary appointment, for a minimum period of six months after completion of the police training course. No person shall be permitted to take the police training course unless he holds a probationary or temporary appointment.
G. 
A special law enforcement officer having such qualifications as may be prescribed by the Township Administrator, the number to be appointed as may be necessary.

H. 
Organization.

(1) 
The Police Department of the Township of Wall is hereby established and shall consist of the following ranks and shall not exceed the number of officers specifically established herein at each rank enumerated below:
(a) 
Chief of Police: one.
(b) 
Captains: not to exceed two.
(c) 
Lieutenants: not to exceed five.
(d) 
Sergeants: not to exceed 12.
(e) 
Patrol Officers: not to exceed 46;
(f) 
Special Law Enforcement Officers, Class Two: not to exceed five.
(2) 
Civilian positions. Within the Police Department there shall be the following civilian offices and/or positions whose duties shall be proscribed by the Chief of Police:
(a) 
Dispatcher/senior dispatcher.
(b) 
Administrative Assistant/confidential secretary.
(c) 
Records clerk/records Manager.
(d) 
Crossing guard.
(e) 
Information and Technology Technician.
(f) 
Investigator.
(g) 
Emergency Medical Technician.
Personnel shall be assigned to the respective divisions within the Police Department by the Chief of Police, subject to the approval of the Township Administrator.
Clothing allowances for all members of the Police Department, including the Chief of Police, shall be controlled by the applicable provisions of the collective bargaining agreement in effect between the Township and Policemen's Benevolent Association Local No. 234, a copy of which shall be maintained on file in the office of the Township Clerk.

The following regulations are hereby established for the viewing of videotapes and other records of the Police Department:
A. 
The viewing or reviewing of police reports, photographs, videotapes or other documents or materials constituting public records in accordance with N.J.S.A. 47:1A-1 et seq. shall be permitted at police headquarters from 8:30 a.m. to 4:00 p.m. daily, Monday through Friday, except holidays. A written request to review public records must be filed with the Custodian of Records.
B. 
The viewing of videotape shall be permitted provided that at least 48 hours' notice is given to the Custodian of Records. The Custodian of Records shall establish the date and time for the viewing of a videotape; provided, however, that a videotape shall be made available for viewing within seven days of a request.
C. 
A duplication of a videotape or audiotape may be obtained by written request to the custodian of records, together with the payment of fee in the amount of $5.

A. 
Except when the taking of fingerprints or processing of fingerprint inquiries is required by state or federal statute, or regulation, or Township ordinance, the Police Department will fulfill fingerprint requests only from residents of the Township. A fee of $20 will be charged for the taking of fingerprints.
B. 
In those cases where the processing of a fingerprint inquiry is required by a state, federal or Township regulation, statute or ordinance, the applicant shall pay a sum in the amount charged by any state or federal agency for a fingerprint inquiry concerning the applicant.
