No unauthorized person shall uncover, make any connections with or opening
into, use, alter or disturb any public sewer or appurtenance thereof, without
first obtaining a written permit from the Village.

There will be two classes of building sewer permits: Class A for residential services and Class B for commercial and industrial services. In either case, the owner or his agent shall make application on a special form furnished by the Village. The permit application shall be supplemented by any plans, specifications and other information considered pertinent in the judgment of the Superintendent. The permit fee for the same shall be as provided for in Chapter
137, Article
II, of the Code.
All costs and expenses incident to the installation and connection of
the building sewer shall be borne by the owner. The owner shall indemnify
the Village from any loss or damage that may directly or indirectly be occasioned
by the installation of the building sewer.

A separate and independent building sewer shall be provided for every
building, except that:
A. Where one building stands at the rear of another on an interior
lot and no private sewer is available or can be constructed to the rear building
through an adjoining alley, court, yard or driveway, the building sewer from
the front building may be extended to the rear building and the whole considered
as one building sewer, provided that the Village will not assume any responsibility
for damage caused by or resulting from any such single connection; and
B. Where the amount of street frontage attributable to up to four
adjoining building lots makes the installation of a separate and independent
building sewer to each of said lots more difficult and/or costly than the
installation of a common building sewer the Superintendent may approve of
the construction of a single common eight-inch private building sewer to be
accessed by up to four independent lateral sewers provided that:
(1) The plans and specifications for the construction of said eight-inch
common private building sewer are approved of by the Superintendent;
(2) The owner of each building which connects a lateral sewer to
the eight-inch common private building sewer in question pays the same tap
in and related fees to the Village which would be paid if said building were
serviced by a separate and independent building sewer;
(3) Each property owner whose improvements are to be serviced by
or through any such eight-inch common private building sewer executes an agreement
acceptable to the Village in which said owner and any subsequent owner of
the properties served by said eight-inch common private building sewer covenants
and agrees to indemnify and hold the Village harmless for any and all claims,
damages and expenses attributable to the construction, operation and use of
said eight-inch common private building sewer;
(4) Each eight-inch common private building sewer approved hereunder
shall be designed by a licensed professional engineer; and
(5) Further, each eight-inch common private building sewer submitted
for approval hereunder shall be tested and certified as having no leakage,
or if shown to have leakage, certified that such leakage is below the allowable
level, prior to the requisite approval by the Department of Public Works Supervisor.
Where building sewers are to serve multiple-dwelling structures, there shall
be provided at least one separate building sewer for each group of four living
units.

Old building sewers may be used in connection with new buildings only
when they are found, on examination and test by the Superintendent, to meet
all requirements of this chapter.

The size, slope, alignment, materials of construction of a building
sewer and the methods used in excavating, placing of pipe, jointing, testing
and backfilling of the trench shall all conform to the requirements of the
New York State Uniform Fire Prevention and Building Code. The maximum infiltration
rate for all new sanitary sewers shall not exceed 200 gallons per day per
inch diameter per mile of pipe.

The building sewer shall be brought to the building at an elevation
above the basement floor.
No person shall make connection of roof downspouts, exterior foundation
drains, areaway drains or other sources of surface runoff or groundwater to
a building sewer or building drain which in turn is connected directly or
indirectly to a public sanitary sewer.

The connection of the building sewer into the public sewer shall conform
to the requirements of the New York State Uniform Fire Prevention and Building
Code. All such connections shall be made gastight and watertight. Any deviation
from the prescribed procedures and materials must be approved by the Village
before installation.

The applicant for the building permit shall notify the Superintendent,
prior to placing backfill, when the building sewer is ready for inspection
and connection to the public sewer. The connection shall be made under the
supervision of the Superintendent or his representative.
All excavations for building sewer installations shall be adequately
guarded with barricades and lights so as to protect the public from hazard.
Streets, sidewalks, parkways and other public property disturbed in the course
of work shall be restored in a manner satisfactory to the Village.

When any building sewer is to serve a school, hospital or similar institution
or public building or is to serve a complex of industrial or commercial buildings
or which, in the opinion of the Superintendent, will receive sewage or industrial
wastes of such volume or character that frequent maintenance of said building
sewer is anticipated, then such building sewer shall be connected to the public
sewer through a manhole. The Superintendent shall determine if and where this
type of connection to the public sewer is required and recommend procedures
for its installation. The new manhole shall then be installed in the public
sewer at the owner's expense and the building sewer connection made thereto
under the supervision of the Superintendent or his representative.

The Village reserves the right to perform all construction activity
related to public sewers; and building sewers within street rights-of-way
or easements. All costs for such activity are to be borne by the owner.

Building sewers shall be serviced and repaired entirely by the owner
of the property being served.

There shall be an accessible cleanout on the building drain near the
junction with the building sewer outside the building or at a wye branch fitting
or building tap immediately inside the building.
