All receptacles used as water closets, urinals or otherwise for the disposal of human excreta shall be of vitrified earthenware or other non-absorptive watertight material. Closet bowls and traps shall be made in one piece and of such form as to hold a sufficient quantity of water, when filled to the trap overflow, to prevent the fouling of surfaces and shall be provided with approved integral flushing rims. Every water closet with the connection through the floor shall be set on a floor slab of porcelain, porcelain tile, slate or marble, the same to be not less than the base of the water closet thereon. If there is only one water closet in a dwelling, it shall not be located in a cellar or hall; nor shall any water closet be located outside of a building except to replace an existing water closet.
All plumbing fixtures shall be installed free and open in a manner to afford access for cleaning.
Frostproof closets may be installed only when and as specially permitted by the Inspector.
A group of urinals on one floor subject to constant use, as in schools and factories, may be supplied from one tank if provided with an automatic simultaneous flush, provided that each individual urinal shall receive not less than two gallons of water at each flushing and the discharge is of such force as to cleanse each individual bowl at each flush. Both intermittent and automatic flushing devices shall be flushed at regular intervals, not to exceed 10 minutes each, during the hours that such fixtures are in use. All water closets shall be served by tanks of ample size to adequately flush the same.
Only full-sanitary type fixtures and equippings may be installed. Secondhand fixtures are prohibited unless approved by the Inspector. All basin bibs must be overrim type.
A shower drain shall be considered a fixture and provided with a strainer trap, vent connection and water supply adjacent for maintaining the trap seal.
The overflow pipe from a fixture shall be connected on the inlet side of the trap and arranged to be easily cleaned. All water supplied shall terminate three inches above an overflow inlet.
All fixtures other than water closets and pedestal urinals shall be provided with fixed strong metallic strainers with outlet areas not less than that of the interior of the trap and waste pipe.
