There shall be in the Town of Newburgh a Department
of Parks, Recreation and Conservation, the functions of which shall
be to maintain and improve Town parks; operate the Town recreation
program; conserve and maintain the Town's natural resources for the
benefit of the residents of the town; implement the policies of the
Town of Newburgh and such other functions which may hereafter and
lawfully be assigned by the Supervisor and Town Board.
The executive head of the Department of Parks,
Recreation and Conservation shall be the Commissioner of Parks, Recreation
and Conservation, which office is hereby established. The Commissioner
of Parks, Recreation and Conservation shall be vested with the authority,
direction and control over the Department and shall have the power
to assign subordinate officers and all other employees of the Department
to their respective duties.
The Commissioner of Parks, Recreation and Conservation
shall be appointed by and serve at the pleasure of the Town Board.
The Commissioner shall be selected on the basis of his or her administrative
experience and qualifications commensurate with the duties of the
office and be compensated at such salary as may, from time to time,
be fixed by the Town Board.
The Commissioner shall have overall responsibility
for the administration, management and supervision for the Town of
Newburgh park system, and shall have the following powers and perform
the following duties:
A. Provide professional supervision and control over
the design, operation, maintenance and repair of Town parks, playgrounds,
athletic fields and recreation and cultural centers, Town recreation
programs and recreation activities and conservation of Town land placed
under the Department's jurisdiction.
B. Plan, supervise and administer the operations, maintenance
and improvement of the Town of Newburgh park system.
C. Promote park system utilization through active public
relations programming.
D. Act as a liaison with the Recreation Advisory Board
and Conservation Advisory Council.
E. Recruit, interview, recommend selection of and train
Department personnel.
F. Attend professional conferences with prior approval
of the Town Board to keep abreast of new procedures, programs and
funding opportunities.
G. Assist with reservoir grounds security.
H. Subject to the provisions of the Civil Service Law
and any applicable collective bargaining agreement, appoint and remove
employees to and from authorized positions of the Department.
