The purpose and applicability of this chapter is the establishment of
the procedure and means for the enforcement and administration of all codes,
regulations, standards, ordinances, local laws and laws of the State of New
York pertaining to the prevention of fires in the Town of Newburgh and thus
to promote the health, safety, welfare and property of the citizens of said
town.
