The Council of the City of Coatesville hereby signifies its intention
and desire to organize a Joint Regional Recycling Authority under the provisions
of the Municipality Authorities Act of 1945, as amended and supplemented.[1]

The President or Vice President and the Secretary of the Council are
directed to execute, on behalf of the City of Coatesville, Articles of Incorporation
for said Authority, in substantially the following form:
ARTICLES OF INCORPORATION FOR THE

TO THE SECRETARY OF THE COMMONWEALTH OF PENNSYLVANIA

The Municipal Authority of the City of Coatesville, situate
in the County of Chester, Pennsylvania, submits herewith for appropriate action,
pursuant to the Municipalities Authorities Act of 1945, as amended, the following:

ARTICLES

1.

The name of the Authority shall be "Central Chester County Regional
Recycling Authority."

2.

The Authority shall be organized pursuant to the Municipalities Authorities
Act of 1945, Act of May 2, 1945, P.L. 382, as amended, 53 P.S. § 303,
for the purposes of undertaking to supply, supervise or furnish acceptable
and sanitary methods for the storage, removal processing, recycling and disposal
of all such refuse materials originating in any of said municipalities by
sanitary landfill methods or such other means as may said Authority deem appropriate.

No other Authority has been organized under said Municipalities Authorities
Act of 1945, as amended, or under the Act approved the 28th day of June 1935,
P.L. 463, and which is in existence in or for the incorporating municipality.[2]

The name of the incorporating municipalities are the City of Coatesville,
Boroughs of Modena, Parkesburg and South Coatesville and the Townships of
East Fallowfield and Valley, all situate within the County of Chester, Pennsylvania.

The names, addresses and terms of office of the first members of the
Board of said Authority as designated by the several incorporating municipalities
are.[3]

Any member of the Authority may, with thirty (30) days' notice, withdraw
from the Authority when membership is no longer in the best interest of that
municipality.

In the event that the Authority is dissolved, all assets will be publicly
sold or transferred to a municipal body chosen by this Authority. If the assets
are sold, any remaining funds will be equally distributed to the Authority
members at the time of dissolution.

The Secretary is hereby directed to cause a notice of the substance
of this Article, including the substance of the above Articles of Incorporation,
to be published once in The Record, Coatesville, Pennsylvania, a newspaper
published and of general circulation in the County of Chester, and in the
Chester County Law Reporter, the legal journal designed by the Rules of Court
for the publication of legal notices in said county, as required by the Act.[1]

The President and Secretary are directed to file said Articles of Incorporation,
together with the necessary proofs of publication, with the Secretary of the
commonwealth and to do all other acts and things necessary or appropriate
to effect the incorporation of Central Chester County Regional Recycling Authority.
The initial project to be undertaken by said Authority is to supply,
supervise or furnish acceptable and sanitary methods for the storage, removal
and disposal of all such ashes, garbage and refuse materials originating in
said municipality by incineration or landfill or such other methods as may
be by said Authority deemed appropriate.

The following-named persons be and they hereby are appointed as the
first members of the Board of the Authority, whose terms of office shall commence
on the date of appointment and shall be computed from January 1 next succeeding
the date of incorporation.[1]
