As used in this chapter, the following terms shall have the meanings
indicated:
A two-wheeled vehicle propelled solely by human power.
It shall be unlawful for any person to ride or operate a bicycle upon
any street or public place within the city unless said bicycle shall first
have been properly registered and tagged as hereinafter provided.
Every owner or operator of any bicycle within the city shall, within
ten (10) days after the passage and publication of this chapter, file with
the Chief or Captain of Police a complete description of such bicycle upon
a blank form to be provided for the purpose, which filing shall constitute
a registration of such bicycle. Such registration shall be serially numbered
and be kept on file by the Chief or Captain of Police in his or her office
as a public record. Bicycles operated for hire shall be registered in the
name of owner.
Immediately upon the registration of a bicycle in his or her office, the Chief or Captain of Police, or someone in his or her office designated by him, shall affix an identification tag, serially numbered to correspond with the registration of such bicycle. Such tag shall thereafter remain affixed to such bicycle unless removed by the Chief or Captain of Police, or someone in his office designated by him for cause or for replacement with another tag upon reregistration. A charge as provided in Chapter 108, Fees, per registration shall be made for the registration or tagging of any bicycle under the provisions of this chapter.
Bicycles registered under the provisions hereof shall be registered
on or before April 1, 1940, and annually thereafter. The Chief or Caption
of Police, or someone in his or her office designated by him or her, shall
affix a new identification tag upon each bicycle at the time of such reregistration
thereof.
The Chief or Captain of Police, or someone in his of her office designated
by him, shall inspect each bicycle presented to him or her for registration
and shall have the authority to refuse to register any such bicycle found
by him or her to be in unsafe mechanical condition.
The Chief or Captain of Police shall have the authority to cancel the
registration of and remove the identification tag from any bicycle being operated
upon any street or public place in the city in an unsafe manner or in violation
of any state law or local ordinance, and such cancellation of registration
and removal of tag shall be in addition to other penalties provided hereunder.
Within ten (10) days after any bicycle registered hereunder shall have
changed ownership or been dismantled and taken out of operation, such information
shall be reported to the Chief or Captain of Police by the person in whose
name the bicycle has been registered.
Any person who shall operate any bicycle not properly registered or carrying a proper identification tag, as required herein, upon any street or public place in the city, or who shall operate such bicycle in a reckless manner, shall upon conviction thereof, be subject to the penalty provided in § 76-15 hereof.

It shall be unlawful to ride a bicycle or skateboard or rollerblade
upon any sidewalk. Bicycles may be ridden on streets and roadways, provided
that the rider shall ride as near as practicable within five (5) feet of the
right-hand curb or edge of the roadway except when passing a standing vehicle
or making a left-hand turn at an intersection. All bicyclists shall ride in
single file on the streets and highways within the city limits.
It shall be unlawful for the operator of any bicycle, when upon a street
or public place, to carry any other person upon the bar, handle or other part
of any such bicycle, and it shall be unlawful for any other person to so ride
upon any such bicycle. It shall be unlawful for every operator
of a bicycle to do trick riding, such as riding the same without having his
hands on the handlebars, when such bicycle is being operated upon any street
or public place in said city.
Every bicycle operated upon a street or public place during any of the
time between one-half (1/2) hour after sunset and one-half (1/2) hour before
sunrise shall be equipped with a lamp on the front exhibiting a white light
visible from a distance of at least five hundred (500) feet to the front,
with a lamp or a reflector on the rear exhibiting a red light visible from
a distance of five hundred (500) feet to the rear.
Every bicycle shall be equipped with brakes in good condition and with
a bell, horn or similar device for giving warning, and shall be operated in
conformity with all traffic regulations.
No registration or identification tag shall be assigned or transferred
by the owner or holder thereof to any other persons.
