As used in this article, the following terms shall have the meanings indicated:
The scrubby growth of wild and uncultivated shrubs but the term is not intended to include private hedges or other hedges that are kept properly trimmed so as not to interfere with the use by pedestrians of the sidewalks.
All grasses, annual plants and vegetation, other than trees or shrubs, rank vegetable growth which exhale unpleasant and noxious odors, and also high and rank vegetable growth that may conceal filthy deposits, and all unsightly or troublesome herbs or plants that are useless or comparatively so. This term shall not include cultivated flowers and gardens.
