This article shall apply to all City employees, on-site contractors and visitors.

Smoking shall be prohibited in all City buildings and vehicles that directly or indirectly relate to City government.
Medical evidence clearly shows that smoking is harmful to the health of smokers. Smoke from cigarettes, cigars and pipes is also an irritant to many nonsmokers and can worsen allergic conditions. In sufficient concentrations, secondhand smoke is harmful to those with chronic heart or lung disease, women who are pregnant and others. New research indicates that long-term exposure to secondhand smoke may seriously threaten the health of otherwise healthy nonsmokers. It is the intent of the City to provide all employees with an environment free of the hazards of tobacco smoke.
The City Smoke-Free Policy shall commence July 17, 1991.
Cigarette machines shall not be permitted on City-owned property.
Prior to implementation of this article and continuing thereafter, smoking cessation programs shall be offered to employees and their dependents.[1]

All directors/supervisors shall be responsible for ensuring compliance with this article.
All prospective employees shall be informed of these guidelines and of the City's commitment to a smoke-free work environment.
Any questions regarding this article should be directly referred to the Health Bureau office or the Personnel office.
Noncompliance with this article shall result in disciplinary action in accordance with the City's policy on discipline.
