Legislative intent.
The purpose of the Adaptive Reuse District is to promote the redevelopment and revitalization of underutilized and underperforming areas of the City with mixed residential and commercial uses and industrial development.
Both new construction and redevelopment in the district shall comply with Article XXXV, Context Sensitive Design Standards, particularly standards for blocks, buffers and buffer areas, natural resource protection, and street trees and landscaping.
Uses permitted by right in the Adaptive Reuse District are as follows:
A1 Single-family detached dwelling.
A2 Single-family semidetached dwelling.
A3 Single-family attached dwelling.
A8 Residential lowrise.
A9 Residential midrise.
A10 Residential highrise.
A12 Mixed residential/business.
B1 Cultural activities and exhibitions.
B2 Amusements.
B3 Parks.

The Table of Dimensional Criteria for the Adaptive Reuse (AR) District is located at the end of this chapter.
The maximum height shall not exceed 15 feet.
Shall be set back five feet from any and all side lot lines.
Rear yard setback shall be four feet where no vehicular access exists and 10 feet otherwise.
Distance to other structures shall be five feet.
The principal building shall have a minimum building height of 30 feet.
Primary entrances shall be located along the street front. Secondary entrances may be located at the side or rear of building.

Any nonresidential building designed with a footprint greater than 8,000 square feet shall be designed with commercial uses (i.e., liner stores) different than the principal use occupying the first floor of the primary facade. For every 30 feet of frontage along a public street, there shall be an additional use with pedestrian access from the sidewalk.
Residential mid-rise and high-rise uses shall have retail uses on the first floor. Such retail shall be open to the public and have pedestrian access from the street.
In addition to other design standards of this article pertaining to lot area and width, build-to lines, side yards, building height, and impervious surface, the following shall apply:
The context sensitive design standards of Article XXXV.
Landscaping and buffering shall be in accordance with Article XXX.
All requirements of § 595-251, Special exceptions, shall be met.
All supplemental standards of Article XXXI shall be met.
Design standards in § 595-120 shall be met.
Communication facilities, including communications towers and communications antennas mounted on an existing public utility transmission tower, building or other structure and existing communications towers and communications equipment buildings, shall meet the requirements of Part 6, Communications Facility Regulations.
