A. 
Purpose. Every proposal to create a new or changed use of land and every proposal to enlarge or externally alter or erect a structure in any overlay district shall be submitted to the Zoning Administrator accompanied by a site plan as specified herein in order to:
(1) 
Facilitate administrative review for conformance with the provisions of this article; and
(2) 
Facilitate Planning Commission review and communication of appropriate comments to City agencies.
B. 
Contents and submission. Site plan or plans shall be submitted in the following form and manner:
(1) 
Five sets of copies shall be submitted which clearly set forth details of existing and/or intended developments of a particular lot or tract of land in relationship to its surroundings, including details of land use, landscaping, access, drainage, topography, structures, parking areas, easements, textual material relating to the intended development, and any additional information required for that particular overlay district.
C. 
Action of Planning Commission. The Planning Commission shall:
(1) 
Be notified of all site plans received by the Zoning Administrator in accordance with the requirements set forth in this chapter;
(2) 
Receive promptly from the Zoning Administrator one complete set of site plans and textual material; and
(3) 
Submit its written evaluation of the proposal to the appropriate parties within 30 days after receipt of site plans and textual materials.
A. 
Intent. Overlay districts are established to facilitate implementation of development objectives established in the Comprehensive Plan of the City.
B. 
Uses. Within any overlay district, no building, structure, lot, land or air rights shall be used for other than the permitted principal and/or accessory uses listed for such district or subdistrict, except for such nonconforming uses and nonconforming buildings as are permitted.
C. 
Height and bulk. No building or structure shall be erected to a height or bulk in excess of the maximum allowable height and bulk in such overlay district. Accessory structures shall follow the dimensional criteria of the base zoning district.
D. 
Placement of buildings and structures. No building or structure shall be erected in or obstruct front, rear or side yards required by regulations governing any overlay district except that, where modifications are provided for under the regulations for a specific overlay district, such modifications are permitted in accordance with the regulations.
E. 
Light access. Each structure erected shall be so located as to offer adequate light to both existing buildings and areas with development potential.
