A. 
Appointment; term. There shall be Department of Community Corrections headed by a Director of Community Corrections who shall be appointed by the County Executive based on his or her experience and qualifications to perform the duties of the office, subject to confirmation by the County Legislature. The Director shall serve at the pleasure of the County Executive.
B. 
Powers and duties. The Director of Community Corrections shall:
(1) 
In accord with applicable state and local law, have charge and supervision of the Department of Community Corrections to ensure its effective and efficient operation to reduce reliance on unnecessary incarceration in a manner consistent with public safety; provide a means of punishment to an offender and a means of restitution to the community; increase sentencing options to all criminal courts in Ulster County; foster the development of employment, vocational, and life skills as a way of improving situations which might otherwise contribute to criminal activity; encourage and implement integration between offender and community in the process of reducing dysfunction; and forward the cause of alternative sanctions;
(2) 
Administer and promote effective legal services for indigent individuals through the operation of the County's Assigned Counsel Plan, in accordance with Article 18-B of County Law;
(3) 
Have necessary powers and duties pursuant to applicable laws governing the operations of alternatives to incarceration programs;
(4) 
Furnish technical expertise in the planning and development of community corrections and alternatives to incarceration programming to the County Executive and County Legislature as authorized; and
(5) 
Have charge of and have the duty of performing such other related functions and other matters as the County Executive and Legislature may from time to time direct.
A. 
The Director of Community Corrections shall have the power to appoint an Assistant Director within the limits of appropriations provided for this purpose.
B. 
The Assistant Director shall perform such duties pertaining to the Department of Community Corrections as the Director may direct and shall act generally for and in the place of the Director and perform such other and related duties as the Director may assign and direct.
