The Town Manager and Town Attorney shall be appointed by the Town Council as provided in Article II, Section 3, of the Town Charter. The Town Manager shall appoint all statutory officers and department heads subject to confirmation by the Town Council as provided in Article III, Section 3, of the Town Charter. All other personnel shall be appointed by the Town Manager.
A. 
It is the policy of the Town Council that all positions in the Town government be filled by fully qualified persons who have been examined on the basis of job-related criteria. Eligibility for appointment shall be based on such an examination. Individuals will be recruited from a geographic area as wide as necessary to assure obtaining well-qualified persons for employment.

The Town reserves the right to consider blood and legal relationships in the Town's hiring practices. It is against Town policy to appoint to any full-time or permanent position the father, mother, husband, wife, or child of a present employee. However, an employee who marries another employee after they are both on the Town payroll will be permitted to continue employment with the Town.
Recruitment notices shall be prepared setting forth a basic description of the position, qualification requirements and application materials. Such notices shall affirm the Town of South Berwick to be an equal opportunity employer. Such various media of publicity may be used as might be expected to bring notice of vacancies to an adequate number of qualified applicants and to further the Town's commitment to equal employment opportunities. Recruitment notices should be distributed to department heads for posting on bulletin boards.
Candidates for positions shall be examined on the basis of job-related criteria. Such examinations may include such things as: application/resume review, completion of written skills tests, and evaluation of education and job experience, a personal interview, a medical examination, and a background investigation.
All persons appointed, promoted, or transferred to any position in the Town government shall serve a probationary period of six months. The probationary period is intended to be an extension of the recruitment or selection process. Consequently, any employee appointed, promoted, or transferred to any position and serving a probationary period is subject to dismissal without cause at any time during the probationary period. However, for any employee who is transferred or promoted and who does not meet or otherwise comply with the work standards of the new position, an effort will be made to transfer that employee to the previous position for which he is deemed to qualify, to protect the employee's job security.
