It shall be unlawful for any person or persons to conduct or be engaged in holding or conducting any public meeting gathering in any public street, alley, boulevard or other public places in the City of Grand Ledge unless permission be first obtained of the City Council.
A procession or parade, other than a procession or parade of the forces of the United States Armed Services, the military forces of this state, and the forces of the Police and Fire Departments of the City, shall not occupy, march, or proceed along any roadway or street of the City, unless pursuant to a permit submitted to the City Clerk, reviewed by the Chief of Police and Fire Chief, and approved by the City Council and unless the procession or parade is in accordance with other regulations as are set forth in the City's ordinances.
For purposes of § 60-2 above, the phrase "procession or parade," in addition to the commonly understood meaning of those terms, shall be deemed to include, but not be limited to, any one or more of the following events:
Any block party(s), carnival(s) or other festival-type event that may tend to impede the free and unhindered progress of vehicles or pedestrians within or upon the roadways or streets of the City of Grand Ledge.
Any organized marathon, run/walk, bicycle race or any other race-type event, whether conducted for charitable purposes or otherwise, taking place within or upon the roadways or streets of the City of Grand Ledge.
Any violation of this chapter shall be punishable as a misdemeanor as provided in Chapter 1, General Provisions, Article II, § 1-17B.
