A. 
The Mayor, with the advice and consent of a majority vote of the City Council, shall appoint the members of the Planning Commission who shall represent, insofar as is possible, different professions, interests, and occupations in the municipality and, if applicable, the extraterritorial jurisdiction of the municipality.
B. 
The Planning Commission shall consist of nine regular members, subject to § 9-6A. Two of the regular members may be residents of the area over which the City is authorized to exercise extraterritorial zoning and subdivision regulation; all other regular members shall be residents of the municipality. When the total number of residents residing in the area over which the City exercises extraterritorial or subdivision regulation exceeds 1,000 residents, at least one regular member of the Planning Commission shall be a resident of such area.

The Mayor may appoint one alternate member to the Planning Commission, subject to § 9-6A. The alternate member may attend any meeting and may serve as a voting and participating member of the Planning Commission at any time when less than the full number of regular Planning Commission members is present and capable of voting.

The regular members of the Planning Commission shall serve a three-year term of office unless reappointed to the Planning Commission by the Mayor. Any regular member may, after a public hearing before the City Council, be removed by the Mayor with the consent of a majority vote of the Council for inefficiency, neglect of duty or malfeasance in office, or other good and sufficient cause. If a regular member's position becomes vacant other than through the expiration of a term of office, the vacancy shall be filled by the Mayor for the unexpired portion of the term. The regular members of the Planning Commission shall serve without compensation. No regular member of the Planning Commission shall hold any other elected or appointed municipal office, except when appointed to serve on the Board of Adjustment.
B. 
The alternate member of the Planning Commission shall serve a three-year term of office, and he or she shall hold office until his or her successor is appointed and approved. The alternate member may be removed from office in the same manner as a regular member. If the alternate member's position becomes vacant other than through the expiration of the term, the vacancy shall be filled for the unexpired portion of the term by the Mayor with the approval of a majority vote of the members of the City Council. The alternate member shall serve without compensation and shall hold no other municipal office.

At the time of the Planning Commission's first meeting in June of each year, the Planning Commission shall organize by electing from its regular membership a Chairperson and Vice Chair. No member of the Planning Commission shall serve in the capacity as both the Chairperson and Vice Chair of the Planning Commission.
B. 
It shall be the duty of a member of the City's Planning Department to keep full and correct minutes and records of all meetings and to file the same with the City Clerk where they shall be available for public inspection at any reasonable time.
C. 
The Planning Commission shall be funded by the Council from time to time out of the general fund.
D. 
A number of Planning Commission members equal to a majority of the number of regular members shall constitute a quorum for the purpose of doing business.
E. 
The Planning Commission shall meet on the last Wednesday of each month, unless otherwise adopted by the Planning Commission and designated in the Planning Commission's meeting schedule. Special meetings may be held upon the call of the Chairperson or any three members of the Planning Commission.
F. 
It shall be the duty of the Planning Commission to make and adopt plans for the physical development of the municipality, including any areas outside its boundaries which, in the Planning Commission's judgment, bear relation to the planning of the municipality.
G. 
The Planning Commission shall have the authority to accept and receive donations of cash or property and, with the consent of the Council, may use such assets as the Planning Commission shall deem beneficial to the municipality.
H. 
All actions by the Planning Commission shall be subject to the review and supervision of the Council. The Planning Commission shall be responsible for making such reports and performing such other duties as the Council may, from time to time, designate.
