The license tax on dogs shall be due and payable as follows:
A. 
On or before January 1 and not later than January 31 of each year, the owner of any dog four months old or older shall pay a license tax as prescribed in this chapter.
B. 
If a dog shall become four months of age or if a dog over four months of age unlicensed by this County shall come into the possession of any person residing in this County between January 1 and October 31 of any year, a license tax for the current calendar year shall be paid by the owner forthwith.
C. 
If a dog shall become four months of age or if a dog over four months of age unlicensed by this County shall come into the possession of any person in this County between November 1 and December 31 of any year, the license tax for the succeeding year shall be paid forthwith by the owner and such license shall protect the dog from the date of payment of the license tax to the end of the succeeding calendar year.
Payment of the license tax subsequent to a summons to appear before the Judge of the General District Court or other court for failure to have done so within the time permitted by this article shall not operate to relieve such owner from the penalties provided for violation of the provisions of this article.

A. 
It shall be unlawful for any person to own or harbor a dog four months old or older in the County unless such dog is licensed as required by the provisions of this division. Dog license taxes shall be paid for the calendar year, namely, from January 1 to December 31, inclusive, and the license tax shall be payable at the office of the County Treasurer as follows:

(1) 
Male. For each $10.
(2) 
Female. For each $10.
(3) 
Neutered males and spayed females. For each $7.

B. 
No license shall be issued for the fee listed in Subsection A(3) above unless the application is accompanied by a certificate from a licensed veterinarian.
C. 
This amendment shall be effective beginning with the sale of dog licenses for calendar year 1991.

A. 
No license tag shall be issued for any dog unless there is presented to the Treasurer, at the time application for license is made, evidence satisfactory to the Treasurer showing that such dog has been inoculated or vaccinated against rabies by a currently licensed veterinarian.
B. 
As used in this section, the following terms shall have the meanings indicated:
CURRENTLY LICENSED VETERINARIAN
A veterinarian licensed at the time the certificate was issued.
EVIDENCE, SATISFACTORY
Includes, but is not limited to, a certificate signed by a licensed veterinarian that the dog has been inoculated against rabies, and the certificate does not have an expiration date which is prior to the date on which the application is made.
C. 
An exemption to the requirements of Subsection A shall be provided if an animal suffers from an underlying medical condition that is likely to result in a life-threatening condition in response to vaccination and such exemption would not risk public health and safety.

Any resident of this County may obtain a dog license by making oral or written application to the Treasurer and by paying the amount of the license tax. The Treasurer shall have authority to license only dogs of owners or custodians who reside within the boundary limits of the County and may require information to establish the location of the residence of any applicant. Upon receipt of proper application, the Treasurer shall issue a license receipt on which he shall record the name and address of the owner or custodian, the amount of the license tax paid, the date of payment, the year for which issued, the serial number of the tag, whether male, unsexed female or female and shall deliver the metal license tags or plates to the applicant forthwith.

If a dog license shall become lost, destroyed or stolen, the owner or custodian shall immediately present the original license receipt to the Treasurer and make application for a duplicate license tag. Upon application of the owner or custodian to the Treasurer that the original license tag has been lost, destroyed or stolen, the Treasurer shall issue a duplicate tag which the owner or custodian shall immediately affix to the collar of the dog. The Treasurer shall endorse the number of the duplicate tag and the date issued on the face of the original license receipt. The fee for the issuance of a duplicate tag shall be $1.

A dog license shall consist of a license receipt and a metal tag in the style and design adopted by the Board of Supervisors. The tag shall be stamped or otherwise permanently marked to show the sex of the dog, the calendar year for which issued and shall bear a serial number.[1]

A dog license receipt shall be carefully preserved by the owner or custodian of the dog and exhibited promptly on request for inspection by any Animal Control Officer or other law enforcement officer. A dog license tag shall be securely fastened to a substantial collar by the owner or custodian and worn by such dog at all times. It shall be unlawful for the owner to permit any licensed dog four months old or over to run or roam at large at any time without a license tag, except that the collar and license tag may be removed temporarily when engaged in lawful hunting in open season and when accompanied by the owner or custodian.
Any dog inspected and found not to be wearing a collar to which is attached a license tag issued for the current calendar year shall be considered, prima facie, an unlicensed dog, and in any proceedings under this chapter, the burden of proof of the fact that the dog has been licensed or is otherwise not required to wear a license tag at the time shall be upon the owner of the dog.
