The purpose of this chapter is to provide for a uniform county-wide
system with respect to the addressing of property and the posting of building
numbers. Proper addressing of county property and the posting of building
numbers are required for establishment of the county's enhanced 911 system.
The E911 system will provide a mechanism for a more timely response for fire
and rescue units and law enforcement agencies, provide a more efficient system
for delivering of mail by the Postal Service and provide needed assistance
to county businesses and the general public in locating addresses throughout
the county.
This chapter will apply to all residences and buildings requiring numbers
in Warren County, with the exception of those areas within the Town of Front
Royal. The Town of Front Royal shall be responsible for numbering within the
town's corporate limits.
As used in this chapter, the following terms shall have the meanings
indicated:
The County Administrator or his designee.
A master list of all addresses issued, to be maintained in the County
Administrator's office, Planning and Zoning and the Sheriff's Department.
A firm employed by the county to provide technical assistance in
implementing this addressing system.
An improved emergency response system which allows for automatic
locator identification and automatic number identification of each call coming
to a primary safety answering point (PSAP).
Those structures requiring to be addressed for the E911 system.

A.Â
The County Administrator is hereby designated as "the
agent" of the Board of Supervisors of Warren County, Virginia, responsible
for the administration, implementation and enforcement of this chapter; the
agent may delegate the responsibilities assigned to him to other persons and/or
other agents.
B.Â
The agent and/or his designee shall establish the addressing
of property and the numbering of buildings requiring to be numbered in accordance
with the guidelines established herein as follows.
A.Â
Establishment of an enhanced 911 system requires the
assignment of building numbers to all buildings having telephones and/or occupancies
within the Town of Front Royal or the County of Warren.
B.Â
Assignment of addresses. Street addresses will be assigned
by the agent to each lot where a building or dwelling requires addressing
and on final subdivision plats at such time that the plat is approved for
recordation. The agent will then notify the property owner or developer or
subdivider of the addresses assigned to those properties requiring addresses.
No plat shall be recorded unless it has assigned street numbers approved by
the agent.

Numbering. Warren County's consultant shall undertake
a systematic numbering program for streets and roads within the county in
accordance with the following determinations.
(1)Â
For the purpose of assigning address numbers to structures,
a mile-marker system shall be established along all streets and roads within
the county with numbers assigned at the point where a structure's driveway
meets the named roadway, or to the center of the structure when close enough
to the named roadway.
(2)Â
There shall be 1,000 numbers assigned or reserved for
each mile of roadway: 500 shall be even and 500 shall be odd. Accordingly,
along each 10.56 feet of road frontage, there shall be one even and one odd
number assigned or reserved. As the numbers progress along each roadway, even
numbers shall be on the right side of the road and odd numbers shall be on
the left side.

Similar to the mile-marker system employed on federal
interstate highways, assignment of numbers along roads running west to east
shall begin at the western point of origin (P.O.) and end at the eastern point
of termination (P.T.). On roads running south to north, numbers shall begin
at the southern P.O. and end at the northern P.T.
(4)Â
If a P.T. does not intersect with another named road (as happens in the case of a dead-end road), exceptions to Subsection C(3) exist. Since a dead-end road may at some time in the future be extended, the end or P.T. of a dead-end road cannot be used as the P.O. for numbering. Therefore, dead-end roads running north and south shall have northern points of origin starting at the point where they intersect with roads running west to east. Similarly, dead-end road running east to west shall have eastern points of origin starting at the point where they intersect with roads running south to north.
D.Â
Atlas. As street address numbers are determined and assigned
as provided above, such numbers shall be recorded in an official street number
index and atlas to be maintained by the agent and kept available for reference
in the County Administrator's office or such other locations as may be
determined by the agent. No building permit shall be approved until a street
address has been determined and assigned from the index map and atlas or,
in the absence of a listing for that particular parcel in the official index,
until such building permit application has been referred to the county for
a street number determination.

Notification. The affected property owner or current
occupant shall be notified by the agent of any address change. The property
owner and/or occupant shall be responsible for notifying postal services,
utility companies and other interested parties of any address change or new
address.
F.Â
Displaying numbers. Within 60 days after the receipt
of written notification of change of address, the owner or occupant shall
affix/display the assigned number as prescribed herein.
G.Â
New numbers. It shall be the duty of such owner or occupant,
upon affixing the new number, to remove any conflicting address number. The
cost of displaying the new number shall be the responsibility of the property
owner. Numbers assigned to newly constructed buildings shall be displayed
in accordance with the provisions of this chapter prior to the issuance of
a certificate of occupancy.
H.Â
Maintenance of numbers. It shall be the responsibility
of the owner or occupant to maintain the street address display in good discernible
condition.
A.Â
Residences.
(1)Â
Each residence shall prominently display its numbered
address.
(2)Â
Street address numbers for residences shall not be less
than three inches in height and shall be made of a durable and clearly visible
material.
(3)Â
The numbers shall be conspicuously placed on, above or
at the side of the main entrance so that the number is discernible from the
street, except where the entrance of a residence is more than 60 feet from
the street or when the entrance is not clearly visible from the street. In
these cases, the number shall be placed along a walk, driveway or another
suitable location as near as conveniently possible to the street so that the
address number is discernible from the street by day or night.
(4)Â
Where two or more houses are served by the same driveway,
each house shall be identified by its address number according to the requirements
for addressing a single residence, and the common driveway at its street intersection
shall also be required to have signs identifying each house number served.
(5)Â
Street address numbers or letters shall be of a contrasting
color to the background on which they are mounted.
B.Â
Commercial and industrial structures. All commercial
and industrial structures shall display street address numbers of not less
than four inches in height as follows.
C.Â
Apartments, townhouses and shopping centers. Apartments,
townhouses, shopping centers or other similar groupings where only one number
is assigned shall display such number at the main entranceway.
Failure to post or maintain numbers in accordance with the provisions of this chapter shall constitute a violation of this chapter and may be punishable as a misdemeanor in accordance with § 1-11 of this Code.
