There shall be assessed as part of the costs incident to each civil, criminal or traffic case in the courts located within the boundaries of Warren County, Virginia. the sum of $2 for each such case filed in the Circuit Court, the General District Court or the Juvenile and Domestic Relations District Court.

This assessment shall be collected by the Clerk of the court in which the action is filed and remitted to the Treasurer of Warren County and held by the Treasurer subject to disbursements by the Warren County Board of Supervisors for the construction, renovation, or maintenance of a courthouse or jail and court-related facilities to defray increases in the cost of heating, cooling, electricity and ordinary maintenance, pursuant to § 17.1-281(B) of the Code of Virginia.
