Pursuant to the provisions of § 62.14(1) of the Wisconsin Statutes, the powers and duties provided for therein shall be exercised by the City Administrator and/or the City Administrator’s designee.
Such members shall be appointed by the Mayor, subject to confirmation by the Council, and shall hold office as members of the Board for five years and until their successors are appointed and qualified. The initial appointments for the five regular members shall be for one, two, three, four and five years, respectively, commencing on May 1, 1972. The one alternate member shall be appointed for five years commencing on January 30, 2003.
Appointments. The Park Board shall consist of seven members, including one Alderperson. The aldermanic member shall be appointed by the Mayor, subject to confirmation by the Council, at the annual organization meeting in April for a term of one year. The other six members shall be citizens, two of whom shall be appointed annually by the Mayor, subject to confirmation by the Council, at the annual organization meeting, for a three-year term, two terms expiring on April 30 of each year.
Organization. The Board shall meet annually on the third Thursday in May and shall organize by electing from its members a President and Secretary who shall hold office for one year. The City Treasurer shall act as Treasurer of the Board.
Powers and duties. The Board shall have all the powers given to it by state statutes and ordinances and such other powers as may be necessary to carry out the purposes of the Board which may from time to time be granted to it by the Common Council.
Pursuant to § 43.54, Wis. Stats., the Library Board shall consist of seven members appointed by the Mayor with the approval of the Common Council. Members shall be residents of the City of Burlington, except not more than two members may be residents of other municipalities. One of the members shall be the Public School Administrator or his or her appointed representative. Not more than one member of the Common Council shall at any time be a member of the Library Board.
Pursuant to § 43.60(3), Wis. Stats., a County Chairperson, with the approval of the County Board, may appoint additional member(s) of the Library Board from among the residents of the County, as follows:
Is equal to at least 1/6, but less than 1/3, of the annual sum appropriated to the Burlington Public Library by the City of Burlington: one additional member;
A County Chairperson may appoint a County Supervisor to serve as a member of the Library Board, but no more than one County Supervisor (per county) so appointed may serve on the Library Board at the same time.
The Public School Administrator shall serve during the term of his or her occupancy of that office, but if the Administrator appoints a representative, the representative shall serve for a term determined by the Administrator, not exceeding the term of the Administrator's occupancy of the office.
The term of each additional member appointed pursuant to § 6-5A(2) shall be three years from the May 1 next succeeding such appointment and thereafter for a term of three years.
If an additional member appointed to the Library Board under § 6-5A(2) loses the status upon which the appointment was based, the member ceases to be a member of the Library Board effective on the following May 1.
Compensation. No compensation shall be paid to the members of the Library Board as such, but they may be reimbursed for their actual and necessary expenses incurred in performing duties outside the municipality if so authorized by the Library Board.
Meetings. Regular meetings of the Library Board shall be held each month. The May meeting shall be the annual meeting. Special meetings may be called by the President, or upon the written request of two members, for the transaction of business as stated in the call.
Quorum. If there are ten or fewer appointed Board members, a quorum for the transaction of business shall consist of three members. If there are more than ten appointed Board members, a quorum for the transaction of business shall consist of five members.
Officers. There shall be a President and such other officers as the Board deems necessary, who shall be elected by the members at the annual meeting. The terms of the officers shall be for one year.
The Library Board shall have the powers and duties set forth in § 43.58, Wis. Stats., including exclusive control of the expenditure of all monies collected, donated or appropriated for the library fund and exclusive charge, control and custody of all lands, buildings, money or other property devised, bequeathed, given or granted to, or otherwise acquired or leased by, the City of Burlington for library purposes.
The Library Board shall supervise the administration of the Burlington Public Library and shall appoint a Librarian, who shall appoint such other assistants and employees as the Board deems necessary and prescribe their duties and compensation.
