A. 
Required. No resident shall operate, propel or ride a bicycle upon any public street, highway, roadway or alley in the City unless such bicycle is registered and has attached to it a proper registration tag as herein provided.
B. 
Procedure; fee; expiration.
(1) 
Application for registration shall be made by filing with the Police Department the name, address and age of the owner, together with a complete description of the bicycle, on forms provided by the Department.
(2) 
There is no registration fee. The registration plate issued does not expire and is valid for the life of the bicycle.
C. 
Tag required. Upon such registration the Police Department shall cause a registration tag to be issued to the applicant, which tag shall be promptly affixed to the registered bicycle. Such tag shall bear the same serial number as the number shown on the applicant's registration card number in the Police Department files. Such tag shall remain affixed to the bicycle, and no person shall willfully remove, deface or destroy any such registration tag. In case of theft or loss, a new tag shall be issued.
D. 
Suspension of registration. The Chief of Police may suspend the registration of any bicycle which is being operated contrary to any state law or provision of this chapter or in an unsafe or careless manner or while in unsafe mechanical condition. Such suspension shall be in addition to any other penalties hereinafter provided and continue for a period not to exceed 10 days, provided that such registration shall not be reinstated while such bicycle is in unsafe mechanical condition.[1]

Within 10 days after any bicycle registered hereunder shall have changed ownership or shall have been dismantled or taken out of operation, the person in whose name the bicycle has been registered shall report such information to the Police Department. In case of change of ownership, the bicycle shall thereupon be reregistered in the name of the new owner. In case of dismantling and taking out of operation, the registration shall be canceled.
A. 
Every person engaged in the business of selling and buying new or secondhand bicycles shall make a report within five days to the Police Department of any sale and purchase of every new bicycle sold and of every secondhand bicycle purchased or sold stating the name and address of the person to whom sold or from whom purchased together with a complete description of the bicycle and the registration tag number thereof, if any.
B. 
No person shall rent or offer for rent any bicycle unless such bicycle is properly equipped, registered and tagged as herein provided.
The Police Department shall enforce and execute the provisions of this chapter and promulgate such rules and regulations as shall be necessary thereto.
In addition to any forfeiture for any violation as herein provided, or in lieu thereof, the registration of any bicycle shall be subject to revocation for 30 days.
In addition to the suspension or revocation of any registration issued under this chapter, any person who shall violate any provision of this chapter shall be subject to a penalty as provided in Chapter 1, § 1-4 of this Municipal Code.
