The Common Council, by resolution, may direct the Department of Public Works to procure all materials and furnish the labor and equipment for the following classes of public construction, or any part thereof, the estimated cost of which shall exceed $5,000, without submitting the same for bids:
A. 
Construction of streets and alleys, including sidewalks, curb and gutter and driveway approaches.
B. 
Construction of watercourses or storm sewers.
C. 
Installation of water mains and sanitary sewers and appurtenant facilities.
D. 
Construction of municipal off-street parking lots.
E. 
Installation of streetlights and traffic control devices and appurtenant facilities.
F. 
Construction of public buildings and improvements appurtenant to public grounds, facilities, parks and waterways.
Whenever any public construction shall be done pursuant to this chapter, the Department of Public Works shall keep an accurate record of the cost thereof, including necessary overhead expense. Upon completion of such work, the Department shall make a complete report thereof to the Council, stating in detail the items of cost and the total cost of doing such work. The City Clerk shall publish such report as a part of the proceedings of the Council.
