[HISTORY: Adopted by the Town Board of the Town of Manitowish Waters 6-8-2004 (Ch. 2 of the 2001 Code). Amendments noted where applicable.]
The Town Board shall consist of the Town Chairperson and two Supervisors.
A. 
The Annual Town Meeting, Special Town Meetings, and the annual budget hearing shall be held at the Manitowish Waters Town Hall.
B. 
Town Board meetings. Regular meetings of the Town Board shall be held on the second Tuesday of each month at 7:00 p.m. Any regular meeting falling on a legal holiday shall be held on the next secular day at the same time and place. All meetings of the Board, including special and adjourned meetings, shall be held in the Manitowish Waters Town Hall, unless otherwise posted.
C. 
Special Town Board meetings. Special meetings of the Town Board may be called by the Chairperson or by majority vote of the Town Board.
D. 
Open Meeting Law. All meetings of the Town Board shall be open to the public and shall be conducted in compliance with § 19.83, Wis. Stats. The only exception to have a closed session will be for the exemptions that are allowed under § 19.85, Wis. Stats.
E. 
Notice of meetings. All meetings shall be noticed to the public in accordance with § 19.84, Wis. Stats.
F. 
Adjournments. The Town Board may, by majority vote, but not fewer than two affirmative votes, adjourn from time to time to a specific date and hour.
The business of the Town Board and any committees, boards or commissions appointed by the Town Board shall be conducted in the following order:
A. 
Call to order by the presiding officer.
B. 
Roll call. If a quorum is not present, the meeting may thereupon adjourn to a specific date and hour pursuant to § 112-2F.
C. 
Read and approve the agenda as posted with the order of the agenda at the discretion of the Chairperson.
D. 
Approve the minutes of any previous meeting or meetings.
E. 
Comments and suggestions from citizens present.
F. 
Citizens identify agenda items they wish to speak on.
G. 
Committee and Board member reports.
H. 
Clerk/Treasurer's report.
I. 
Approval of vouchers for payment.
J. 
Unfinished business from previous meetings.
K. 
New business, including the introduction of resolutions and ordinances.
L. 
Communications and correspondence.
M. 
Set dates and agendas for any special meetings.
N. 
Adjournment of meeting.
A. 
Designated. The Chairperson, at the stated hour, shall call the meeting to order. If the Chairperson is absent at the designated time of any meeting, the senior Supervisor shall call the meeting to order and shall serve as Acting Chairperson.
B. 
Duties. The presiding officer shall preserve order and decorum, decide all questions of order and conduct the proceedings of the meeting.
C. 
Decision appeals. Any member may appeal a decision of the presiding officer. An appeal shall be sustained by a two-thirds vote of the members, excluding the presiding officer.
A majority of the members of the Town Board shall constitute a quorum.
All ordinances, resolutions, committee reports, communications and other matters submitted to the Town Board shall be read by title and author. Any matter may be referred to an appropriate committee by the Chairperson. The Clerk/Treasurer shall read and record each such reference by title. Any member may require the reading in full of any matter at any time it is before the Board. Each committee shall, at the next regular meeting, submit a written report on all matters referred to it, unless a longer time is granted by a vote of the Board, and such reports shall be entered into the proceedings. Such reports shall recommend a definite action and shall be filed with the Clerk/Treasurer prior to each meeting. Minority reports may be submitted. Previous notice of each committee meeting shall be filed with the Clerk/Treasurer, and each meeting shall be open to the public. Any committee may require any Town officer to confer with it and supply information needed in connection with any matter pending before the committee.

No person, other than a member, shall address the Board unless he or she has so indicated that he or she wishes to speak on a specific agenda item or unless a majority of the members present votes to allow him or her to speak.
B. 
No motion shall be discussed or acted upon unless it has been properly introduced and seconded. No motion shall be withdrawn without the consent of the person making the motion and the person seconding it.
C. 
When a motion is under discussion, if it is not approved or disapproved, no action shall be in order except the following motions, which shall have precedence in the order listed:
(1) 
To amend.
(2) 
To postpone to a certain day.
(3) 
To postpone indefinitely.
(4) 
To refer to committee.
(5) 
To lay on the table.
(6) 
To move to the previous question.
(7) 
To adjourn.
D. 
Any member may demand a roll call vote on any matter, and such vote shall be entered in the proceedings. A majority vote of all members present in favor of any proposed appointment, resolution or ordinance shall be necessary for passage or approval, unless a larger number is required by Wisconsin State Statute or by other provisions of this chapter.
E. 
A motion to adjourn shall always be in order, and a motion to adjourn, to lay on the table, or to call for the previous question shall be decided without debate.
Any member voting with the majority may move for a reconsideration of the vote on any question at that meeting. A motion to reconsider being put and lost shall not be renewed. A member may not change his vote on any question after the result has been announced.
No member shall leave any meeting of the Board while in session without first asking permission of the presiding officer.
All ordinances shall be signed by the Board and countersigned by the Clerk/Treasurer. If any penalty or forfeiture is thereby imposed, it shall be published as a Class 1 notice under Ch. 985, Wis. Stats., and shall take effect on the day after its publication or a later date if expressly prescribed. If there is no newspaper published in the Town, the Board may, in lieu of newspaper publication, have copies of ordinances posted in at least three public places in the Town and proof thereof provided by the Clerk/Treasurer. The same shall take effect the day after proof of posting has been filed and recorded, or a later date if expressly provided in the ordinance.
These rules shall not be rescinded or amended unless the proposed amendment or motion to rescind has laid over from a regular meeting, and then it shall require a recorded vote of 2/3 of all the members of the Board.
These rules or any part thereof, may be temporarily suspended in connection with any matter under consideration by a recorded vote of 2/3 of the members present.
All boards, commissions and committees appointed by the Town Board shall conduct business in accordance with all of the provisions in §§ 112-1 through 112-12.
