The Village, or designee, shall compute all charges due pursuant to this chapter.
Where possible, the Village may provide to the customers a nonbinding, good-faith estimate of the annual charges anticipated for the next fiscal year.
During each fiscal year, the Village shall bill its customers on or before the last working day of each month, based on actual use and the factors described in this chapter. All such charges shall be payable on or before 20 days from receipt of said bill. Invoices for charges shall be mailed by first-class mail, postage prepaid to the customer's last known address or the address of the property being served.
If a customer owing money to the Village fails to pay invoices when due, the payment due shall be subject to late charges. Late charges will accrue to past-due accounts at the rate of 1% per month or fraction thereof past due. In addition to late charges, the delinquent party shall pay the Village the reasonable attorney fees and legal costs incurred by the Village to collect delinquent charges.

A. 
The amounts received from the collection of charges authorized by this chapter shall be credited to the Village and used to defray the Village's and Commission's costs of operating and maintaining adequate wastewater facilities for the Village as well as to provide sufficient funds for capital outlay, debt service costs and capital improvements of the local and regional wastewater facilities. The Village shall maintain records of all receipts and expenditures of the Village.
B. 
Charges collected for replacement expenses shall be credited to a segregated, nonlapsing replacement account. These funds are to be used exclusively for replacement. Other charges collected shall be credited to the Village's general account and available for the payment of the requirements for operation, maintenance, repair, and replacement consistent with Ch. NR 162, Wis. Adm. Code. Any surplus outside the purview of Ch. NR 162, Wis. Adm. Code, in said account shall be available for the payment of principal and interest of bonds issued and outstanding, or which may be issued, to provide funds for said local or regional system, or part thereof, and all or a part of the expenses for additions and improvements and other necessary disbursements or indebtedness, and the Village may resolve to pledge such surplus or any part thereof for any such purpose.
