No person shall throw any glass, refuse or waste,
filth or other litter upon the streets, alleys, highways, public parks
or other property of the county or upon any private property or upon
the surface of any body of water within the county.
Any person who violates this article shall,
upon conviction, be subject to a forfeiture of not more than $200
together with costs of prosecution and penalty assessment and, in
default of payment of such forfeiture and costs, shall be subject
to imprisonment in the county jail until such forfeiture and costs
are paid, but not to exceed 30 days.
