A. 
Composition. The Board of Review shall consist of the Village President, the Village Clerk and three citizen members, who shall be annually appointed at the Village Board's organizational meeting. The President of the Village Board shall make the appointments, subject to the confirmation of the Board of Trustees, at said organizational meeting.

B. 
Duties and procedures; compensation.
(1) 
Duties. The duties, functions and procedures of the Board of Review shall be as prescribed in §§ 70.46 and 70.47, Wis. Stats.
(2) 
Compensation. Compensation for the members of the Board of Review shall be as is established by the Village Board.
C. 
Meetings. In accordance with § 70.47(3)b, Wis. Stats., the Village Board does hereby exercise its right to designate hours for the annual Board of Review proceedings other then those set forth in § 70.47(3)a and does hereby designate the hours of the annual Board of Review meeting to be a minimum of two hours in length. The Board may adjourn from day to day or from time to time, until such time as its business is completed, providing that adequate notice of each adjournment is also given.
D. 
Confidentiality. Section 70.47(7)(af), Wis. Stats., is hereby adopted by reference. Income and expense information provided by a property owner to an assessor for the purposes of establishing the valuation for assessment purposes by the income method of valuation shall be confidential and not a public record open to inspection or copying under § 19.35(1), Wis. Stats., unless a court determines before the first meeting of the Board of Review that the information is inaccurate, except, however, that an officer may make disclosure of such confidential information to a specific person or body under the following circumstances:

(1) 
The assessor has access to and holds such confidential information in the performance of his/her duties.
(2) 
The Board of Review may review such information in performance of its official duties.
(3) 
Another person or body has the right to review such information due to the intimate relationship to the duties of an office or as set by law.
(4) 
The officer is complying with a court order.

A. 
How constituted. The Village Plan Commission shall consist of the President, who shall be its presiding officer, two trustees and four citizen members. Citizen members shall be persons of recognized experience and qualifications.

B. 
Appointment.
(1) 
Trustee member. The trustee member of the Commission shall be elected by a two-thirds vote of the Village Board upon creation of the Commission and during each April thereafter.
(2) 
Citizen members. The three citizen members shall be appointed by the President to hold office for terms of three years.

How constituted. The Library Board shall consist of seven members, appointed by the Village President, subject to confirmation by the Village Board, to three-year terms commencing May 1 of the year of appointment. Not more than one member of the Board of Trustees shall serve at any one time. The remaining six members shall be citizens of the Village. An additional member(s) may be appointed under the subsection of § 43.60, Wis. Stats., as an additional appointment(s) by Ozaukee County based on the level of county funding.

B. 
Powers and duties. The Library Board shall be subject to all provisions of Ch. 43, Wis. Stats.
A. 
How constituted. The Cemetery Commission shall consist of three members appointed by the Village Board annually at the regular April meeting. Not more than one member of the Board of Trustees shall serve at any one time. The remaining members shall be citizens of the Village.
B. 
Powers and duties. The Cemetery Commission shall approve any capital expenditures and revise or change rates with regard to the Union Cemetery. (See also Ch. 82 of this Code.)

A. 
The Industrial Review Committee shall review the site, existing and proposed structures, architectural plans, neighboring uses, utilization of landscaping and open space, parking areas, driveway locations, loading and unloading areas, highway access, traffic generation and circulation, drainage, sewerage and water systems as deemed appropriate for all development in the M-1 and M-2 Manufacturing Districts, and the B-P Business Park District.
B. 
The Industrial Review Committee shall consist of all of the members of the Community Development Authority.
A. 
Organization. The Board of Health of the Village shall consist of the Village Board, the Village Administrator and the Health Officer, who shall be an ex officio member and serve as executive officer of the Board.
B. 
Duties. The Board of Health shall assume the general administration of health and sanitation laws and regulations in the Village, supervise the work of the Health Officer and attend to the administration and enforcement of the health laws of the state and the rules and regulations prescribed by the State Department of Health and Family Services and the ordinances of the Village.
C. 
Powers. The Board may take such measures and make such rules and regulations as are necessary and effectual for the preservation and promotion of the public health in the Village. All orders and regulations of the Board shall be published in the official newspaper and, after publication, shall have the force and effect of ordinances, including penalty for violation.
