Where the Electrical Inspector refuses to issue a certificate of inspection in the electrical work of any building or condemns the same, the owner may within five days after receiving the written notice from the Electrical Inspector file notice in writing with the Electrical Inspector and select a licensed electrician who with the Electrical Inspector shall select a third party who shall be a journeyman electrician and the three shall constitute a board of arbitration to determine whether such electrical work is defective and unsafe and their decision shall be final and conclusive. Such board shall furnish the Electrical Inspector and the owner with a copy in detail of their findings.

The State Electrical Code, Chapter SPS 316 of the Wisconsin Administrative Code, State Uniform Dwelling Code and the National Electrical Code of the National Fire Protection Association are adopted by reference and made a part of this chapter. A copy of such codes shall be kept on file in the office of the Electrical Inspector.
This chapter shall not relieve or lessen the responsibility or liability of any party owning, operating, controlling or installing any electrical equipment for damages to anyone injured or any property destroyed by any defect therein, nor shall the Village be held as assuming any such liability by reason of the inspection authorized herein or certificate of inspection issued as herein provided.
Except as otherwise provided herein, any person who shall violate any provision of this chapter or any order, rule or regulation made hereunder shall be subject to a penalty as provided in § 1-19 of this Code.
