To prepare the Town of Trenton to cope with emergencies resulting from
enemy action and natural or man-made disaster, it is declared to be necessary
to establish an ordinance for emergency management[1] for the Town of Trenton consistent with Washington County ordinances
and Wisconsin state statutes on emergency management.[2]
Terms used in this chapter are defined as follows:
All measures undertaken by or on behalf of the state and the county
and the municipalities within the county to prepare for and to minimize the
effects of enemy action upon the civilian population.
Civil defense and all measures undertaken by or on behalf of the
Town of Trenton to:
Hostile action by a foreign power which threatens the security of
this Township or a portion thereof.
A.
The office of Director of Emergency Management for the
Town of Trenton is hereby created. The Director shall be appointed by the
Town Chairperson subject to the approval of the Town Board, and a salary,
if any, shall be set from time to time as may be authorized by the Town Board.
Deputy and Assistant Directors may be appointed by the Director subject to
the approval of the Town Board. Such appointees shall receive such compensation
as may be determined by the Town Board.
B.
The appointed Director of Emergency Management shall
take and file an official oath.
There is hereby created a Town Emergency Management Committee composed
of the Town Chairperson as the Chairperson of the Committee, Director of Emergency
Management, Deputy Director of Emergency Management, head of Town public works,
and such other persons appointed by the Town Board. It shall meet upon the
call of the Chairperson.
The Director and/or Deputy Director shall:
A.
Develop and promulgate emergency management plans for
the Town of Trenton consistent with county and state plans subject to Town
Board approval.
B.
Direct the emergency management program for the Town
and perform such other duties related to emergency management as may be required.
C.
Coordinate and assist in developing emergency management
plans with adjacent townships and municipalities and integrate such plans
with the county plan.
D.
Supply a copy of Town emergency management ordinances,
resolutions, plans and any reports that may be required to the office of county
emergency management.
E.
Direct and coordinate emergency management activities
throughout the Town during a state of emergency.
F.
Participate in county-wide emergency management training
programs and exercises.
In preparing and executing emergency management plans, the Town of Trenton
shall implement a means of receiving the county emergency disaster warnings
issued by the county.
Whenever it is deemed necessary by either the County Emergency Management
Committee or the Emergency Management Committee of a municipality participating
in joint action, there shall be a joint meeting of the committees to decide
such matters as may arise.
A.
In preparing and executing the emergency management program,
the services, equipment, supplies and facilities of the existing departments
shall be utilized to the maximum extent practicable, and the heads and personnel
of such departments are directed to cooperate and extend such services and
facilities as are required of them.
B.
In order to assure that in an emergency all of the facilities
of the existing Town government are expanded to the fullest to meet such emergency,
emergency management personnel assigned to specific responsibilities under
Town emergency operation plans will fulfill emergency and nonemergency duties
as prescribed in the plan.
It shall be unlawful for any person, firm, or corporation to intentionally
fail to comply with an order of any Town, county, or state emergency management
officer or with any ordinance, resolution, or order of the Town Board or any
proclamation or executive order of the Town Chairperson promulgated in pursuance
of emergency management statutes, regulations, or orders, including this chapter,
during a state of emergency or during any training program or exercise relating
to emergency management.
