A residential dwelling which is not to be located in a manufactured home park, combined park, or campground and which is to be located in a medium density residential, rural residential, agricultural, open space, public or low-density residential mixed zones shall comply with the following standards:
A. 
The dwelling shall be constructed in compliance with HUD manufactured home standards or the Uniform Building Code.
B. 
For HUD manufactured homes, the dwelling shall include a permanent masonry or concrete perimeter skirt wall that complies with building codes as adopted by the City or the HUD manufactured home standards.
C. 
Permanent dwelling foundations shall be constructed in accordance with the Uniform Building Code except that for HUD manufactured homes, the load bearing foundation shall be constructed in compliance with the foundation plan provided by the manufacturer of the home or in compliance with the Permanent Foundation Guide for Manufactured Housing prepared for the U.S. Department of Housing and Urban Development, Office of Policy Development and Research, September 1996 or as amended. A copy of the foundation plan shall be provided to the City when the building permit is obtained.
D. 
The dwelling shall not be less than twenty-four feet in width the entire length of the structure.
E. 
The roof of the dwelling shall consist of asphalt or wood shingles, wood shakes, clay tiles, manufactured metal panels, or similar materials, with at least a 3/12 pitch.
F. 
The facade of the dwelling shall incorporate window styles, including but not limited to double hung, casement, fixed, sliding, basement, awning, bay, bow, gothic, and palladia. Exterior siding materials shall include but not be limited to wood shingles, wood shakes, vinyl, T-111 plywood, clapboard, aluminum siding typically used in residential construction, brick veneer, stone veneer, stucco, brick-face stucco, or half timbering.
G. 
The dwelling shall include a minimum roof overhang of eight inches, including gutters, measured from the outside of the exterior wall.
H. 
For manufactured housing, all elements used in transporting the structure to the site, if any, including tongue, towing devices, and wheels shall be removed.
I. 
A site plan showing the proposed building and setbacks from property lines, shall be provided.
J. 
The dwelling shall comply with the HUD manufactured home standards or City design load values. For manufactured housing, the applicant for a building permit shall sign and record with the Uinta County clerk for the subject property, an acknowledgment that HUD manufactured home standards design load values for the structure are different than the design load values as adopted by the City.
