A. 
The Board of County Commissioners, at a regular meeting on December 12, 2006, adopted Chapter 312, Vehicles, Article I, Abandoned, Dismantled or Inoperative Vehicles.
B. 
Chapter 312, Article I, Abandoned, Dismantled or Inoperative Vehicles, provides that specific prohibitions of the article "shall not apply to any vehicle for which the owner has obtained a permit for the restoration of the vehicle upon payment of a reasonable permit fee to be established by resolution of the Board."
C. 
Administration of the permitting process will involve considerable staff time to establish and maintain a permit database, to issue and track permits, and to perform site inspections as necessary to ensure permit and ordinance compliance.
D. 
The term of a vehicle restoration permit will not exceed 18 months, the permit is not subject to renewal, and no more than two permits per location will be approved.
E. 
The Board finds that a vehicle restoration permit fee of $35 is reasonable, and is reasonably related to the costs to the County of administering the permitting process.
The Board of County Commissioners of Doña Ana County, State of New Mexico, hereby establishes a vehicle restoration permit fee of $35 as authorized by Chapter 312, Vehicles, Article I, Abandoned Vehicles.
The vehicle restoration permit fee established by this article shall become effective upon the effective date of Chapter 312, Vehicles, Article I, Abandoned Vehicles.
