A Downtown Improvement District is established in the commercial area of downtown College Park. This district shall be defined as all property in commercial use lying generally along both sides of Baltimore Avenue from Fordham Lane on the south to approximately three hundred (300) feet north of College Avenue on the north. Other streets lying within this district are Guilford Road, Calvert Road, Hartwick Road, Knox Road and Lehigh Road. This area is outlined on the map attached hereto and marked Exhibit A.[1]

The method for establishing assessments shall be based on the total square footage of property as recorded for property tax purposes with the rate of assessment determined by the benefit zone in which the property is located. The benefit zones are delineated as shown on the map attached hereto and marked Exhibit B[1] and the assessment is distributed as follows within each zone:
