A. 
There is hereby established the Downtown Parking District, which is described as follows: all property lying within the downtown area of the College Park Town Center defined in the U.S. Route 1 corridor sector plan and sectional map amendment approved April 2002, including Subareas 1B, 1C and a portion of Subareas 1A and 1D as depicted on the map attached hereto and marked "Exhibit A."
B. 
The boundaries may be extended from time to time by the Mayor and Council. Detailed maps of the parking district shall be on file in the Office of the City Clerk and available for public inspection
The purpose of the district shall be to:
A. 
Promote economic growth and stability within the district by identifying and supplying a sufficient number of parking spaces to accommodate that segment of the public demand which is not provided for by the private sector.
B. 
Develop and implement parking management strategies designed to maximize the usage of the available parking supply in order to enhance the economic development of the Downtown Business District.
C. 
Protect residents in permitted areas from overflow parking impacts arising out of activities in the district.
D. 
Receive developer contributions or fees paid to satisfy parking requirements or address parking needs.
The City Manager shall administer the district, including the systems facilities, programs and activities operated and maintained as a part thereof and take all action necessary for the effective management of the district, including:
A. 
Establishing policies and issuing regulations subject to the approval of the Mayor and Council.
B. 
Proposing an annual budget which shall provide revenues to pay the costs as they come due of any bonds or obligations and the cost of operating and maintaining the facilities or activities, including reserves for restoration, repair and replacement.
C. 
Contracting for the provision of materials and services in accordance with the City Charter and subject to the availability of budgeted and appropriated funds for the district.
D. 
Providing for the consolidation and programs and activities and the sharing of system facilities and funds within the district for the benefit of the district.
The City shall adopt, as part of its budget and appropriation process, an annual budget for the district, which shall include the costs of paying the principal and interest on obligations incurred for the district as they become due, the costs of designing, constructing, acquiring, establishing, extending, altering, operating and maintaining district facilities, including land acquisition costs, the costs of administrative, professional or support services provided by the City, or any other item of cost which may reasonably be attributed to the district. Unless otherwise provided by the City, the budget shall not include revenues from meters in existence on July 1, 2004.
The City Manager shall establish a fund to be designated as the "Parking District Revenue Fund." The fund shall be authorized to receive monies derived from the development of properties in the district which require payments in lieu of the provision of parking spaces required by statute or other developer contributions. In addition, the City Manager shall cause to be deposited in the Parking District Revenue Fund any City, state or federal grants, public or private contributions and such parking revenues that may be generated by parking facilities in the district and appropriated to the fund by the Mayor and City Council as part of the budget process.
